Współpraca z Polonią i Polakami za Granicą – Infrastruktura Polonijna 2022 / Cooperation with the Polish Diaspora and Poles Abroad - Polish Diaspora Infrastructure 2022

The Minister of Foreign Affairs, acting pursuant to the Act of 27 August 2009
on Public Finance (Journal of Laws of 2021, item 305, as amended) and the Act of
24 April 2003 on Public Benefit Activity and volunteering (Journal of Laws of 2020, item 1057, as amended) announces an open competition of offers: "COOPERATION WITH POLAND AND POLES ABROAD POLONIAN INFRASTRUCTURE - 2022".

Under the competition, projects will be co-financed in the following division:

Component I "Infrastructure of the Polish diaspora - priority projects"

Component II "Infrastructure of the Polish diaspora - other projects (any)"

1. Type of public task : AID TO POLISH STATES AND POLES ABROAD 

2. The amount of financial resources allocated to the implementation of public tasks:

PLN 12,720,000 (in words: twelve million, seven hundred and twenty thousand zlotys), and for the implementation of tasks under Component I, the amount of funds may not exceed PLN 9,919,000 (in words: nine million nine hundred and nineteen thousand zlotys), in accordance
with the Regulations of the competition assumptions.

3. Principles of granting subsidies:

The entities referred to in Art. 127 sec. 1 point 1 lit. possibly related joke. 132 sec. 2 point 5 of the Act of 27 August 2009 on public finance, meeting the requirements set out in the Competition Regulations, i.e. non-governmental organizations, in accordance with Art. 3 sec. 2 of the Act of 24 April 2003 on Public Benefit and Volunteer Work and the entities listed in art. 3 sec. 3 of this act.

4. The deadline and conditions for the implementation of public tasks:

Under Component I "Infrastructure of the Polish diaspora - priority projects", it is possible to implement tasks of an annual nature or in a modular system including annual projects implemented in 2022, 2023 and 2024.

Deadline for the implementation of the task (or in the case of the module offer - the first module) in 2022: not earlier than 01/01/2022 and not later than 31/12/2022.

Project completion date (the second module of the modular offer) in 2023: not earlier than 01/01/2023 and not later than 31/12/2023.

Deadline for the project (the third module of the modular offer) in 2024: not earlier than 01/01/2024 and not later than 31/12/2024.

Under Component II "Infrastructure of the Polish diaspora - other (any) projects", the task should be implemented within the period from January 1, 2022 to December 31, 2022.

The terms of the public task are specified in the Competition Regulations.

5. Information on the results of the implementation of the public task : bidders are required to indicate in the offer the assumed results of the public task, the planned level of their achievement and the method of monitoring these results.

A correctly prepared and completed offer should be sent to the following address:

or submit to the Registry Journal of the Ministry of Foreign Affairs, al. J. Ch. Szucha 21, entrance from ul. Litewska, between 8.15am and 4.15pm.

The deadline for submitting tenders is November 19, 2021 at 16.15 (the date of receipt of the offer by the Ministry of Foreign Affairs is decisive)

or sent via "ePUAP" to the address / MSZ / Skrytka or / MSZ / SkrytkaESP

 Offers submitted after the deadline will not be subject to review.

7. The procedure and criteria used when selecting offers and the deadline for selecting offers:

The procedure and criteria used to select offers are specified in the Competition Regulations.

Information on the entities qualified for grants
in the competition will be published in the Public Information Bulletin of the Ministry, at the seat of the Ministry and on the website of the Ministry by December
22, 2021.

8. Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and in the previous year and related costs:

This year, the Ministry of Foreign Affairs financed public tasks of the same type for the total amount of PLN 33,215,448.00.

In the previous year, the Ministry of Foreign Affairs financed public tasks of the same type for the total amount of PLN 11,714,300.00.

The detailed scope of the competition, the method of preparing the offer, the conditions to be met by the entity joining the competition and the method of making the offer template and the necessary attachments available are specified in the Competition Regulations, which are published in the Public Information Bulletin, on the website of the Ministry and at the seat of the Ministry .
