Established in 1987, ARTICLE 19 works for a world where all people everywhere can freely express themselves and actively engage in public life without fear of discrimination. Our mission is to promote and defend the universal human rights of freedom of expression and information around the world, through international advocacy, legal analysis, and regional and national projects. Our international secretariat is based in London, however we have established regional teams based in the Americas, Asia, Europe, MENA and Africa.

ROLE SUMMARY

The Senior MEL Officer will lead and support the implementation of the monitoring, evaluation and learning (MEL) frameworks and approach for improved measurement, analysis, reporting and learning on our performance, effectiveness and impact of our programming and influencing work. The post-holder will lead the organisational MEL system including the development of the MEL elements of the organisational strategy.

The post-holder will provide technical input to the finalisation and implementation of the MEL strategy to ensure that we are able, as an organisation, to collect, store, analyse and report on our progress and impact in a consistent and coherent way. The role will contribute to enhancing MEL capacity in our offices to enable successful implementation of the above frameworks, system and approach. In this role you will ensure that the data and information that is derived through the MEL system is analysed, disseminated and used to advance accountability to all stakeholders, demonstrating the impact of our work, and to ensure learning for improved programming and influencing.

KEY RESPONSIBILITIES

Organisational MEL strategy and systems:

Lead ARTICLE 19’s efforts to evaluate its global strategy and assess progress.
Lead organisational MEL including designing, maintaining and developing effective monitoring systems, tools and processes to enable analysis and reporting.
Support alignment of organisational tools and systems to support the organisational strategy.
Identify knowledge and learning gaps, and contribute to current and future knowledge sharing forums.
Strengthen capacity, capability and quality of ARTICLE 19 teams and key stakeholders in MEL, project accountability and demonstrating impact.

Evidence, Evaluation and Reporting:

Support internal and external evaluation activities, to provide actionable insights for strategic decision-making.
Lead the delivery of milestone reports, such as Quarterly Management/Progress reports and Annual Reflection Reports and play a role in the coordination of other key organisational products such as the Annual Reports.
Generate public-facing MEL content for a variety of audiences.

MEL Management:

Establish and oversee a global portfolio of ARTICLE 19’s projects and activities from a MEL perspective.
Establish a community of best practice for the delivery of MEL globally.
Develop donor funding opportunities in conjunction with the fundraising team and project managers to expand ARTICLE 19's MEL capacity.

Proposal development and Project design:

Lead on the design and development of MEL for strategic and complex project proposals including theory of change and results framework.
Mentor and support staff to develop theory of change, project frameworks and incorporate lessons learnt.
Work closely with bid teams to design and deliver major proposals where required.
Mentor and support staff globally to develop and implement MEL plans and related documentation where required.

The Overall work of ARTICLE 19:

As required, participate in team meetings and other internal and external organisational and decision making groups.
Take part in organisation-wide projects as directed by senior management.
To represent ARTICLE 19 in external events.
Other tasks that may be from time-to-time requested by senior management.

PERSON SPECIFICATION

ESSENTIAL

Expert knowledge and demonstrable experience at a senior level in MEL of human rights work across a wide range of technical areas.
Strong understanding of rights-based development programming and of developing global standards and guidance for NGO’s on MEL.
Strong analytical and problem-solving skills and understanding of processes, approaches, tools and methodologies that facilitate MEL, and organisational learning.
Experienced user of MEL or project management IT platforms.
Theoretical and practical understanding of gender attitudes and power dynamics and how these shape MEL approaches and methodologies.
Experience analysing and presenting data effectively for a wide range of audiences, with accuracy and attention to detail.
Experience in meeting tight deadlines set internally and by external stakeholders, and the ability to hold others to those deadlines.
Articulate and confident written and verbal communication skills in English, with an ability to communicate technical information to non-specialist audiences.
Experience of working with international, regional and national partners.
The ability to work collaboratively, flexibly in teams to build sustainable relationships at all levels.

DESIRABLE

Knowledge of an ARTICLE 19 working language (French, Portuguese, Spanish and Bangla).
Demonstrable good quality use of ICT, including collaborative platforms and word documents and spreadsheet software.
