Background

1. Background

Ensuring women’s equal rights, access and opportunities for participation and leadership in the economy, society and political decision-making is at the core of UN Women’s work in the region.

Duties and Responsibilities

2. Duties, Responsibilities and Expected Deliverables

Under the supervision and guidance of the Procurement Associate/Operations Manager, the consultant will provide support in several areas of procurement with a focus on Long Term Agreements (LTAs) as needed. The consultant will be home-based and support in the below deliverables.

Expected Deliverables

Under the guidance and supervision of the Procurement Associate/Operations Manager, the consultant will:

Complete the LTA process for providing Training Services of UNWOMEN Europe and Central Asia (ECA) Region
Identify the areas that need LTA engagement for Project Offices and Country Offices
Support offices in the region to run LTA procurement processes.
Support ECA Regional Office for Online to include but not limited to Event Management Services LTA
Develop solicitation documentation for the procurement LTA process
Carry out market research to identify potential candidates for LTAs
Support LTA processes when needed
Support PLA (PARTICIPATION LEVEL AGREEMENT) processes by preparation and submission of PLA documents. This would include the consolidation of national/regional LTAs from other UN agencies that would benefit offices in the region.

3. Reporting

Under the overall supervision of the Operations Manager, and in collaboration with ECA RO Procurement/Operations team, the Consultant will deliver the above listed deliverables in accordance with the Programme and Operations Policies and Procedures. All deliverables of an acceptable standard and quality should be submitted to the UN Women and in languages as specified above.

As this is a retainer contract, UN Women does not warrant/guarantee that the maximum number for which the consultant will be engaged under the terms of this TOR or resulting contract.

Required Skills and Experience

5. Qualifications and Experience

Education

A first-level university degree in in Business, Public Administration, Procurement, Logistics or a similar relevant degree is an advantage
Specific certification (e.g. CIPS certification) or diploma in a procurement related areas such as supply chain, procurement and/or logistics is an advantage;

Experience

Minimum 6 years of relevant procurement experience with Secondary Education or 3 years of relevant experience with bachelor's degree
Experience in procurement projects, and especially in the area of developing Terms of References and Long Term Agreements
Experience in international procurement is highly desirable
Knowledge of UN and/or UNWOMEN procurement procedures is a requirement
Experience in the use of computers and office software packages as well as web-based management systems.

Languages:

Fluency in English is required.
