Key expert 1: Team Leader - PFM & Procurement

EURO-FUNDING Multilateral Projects S.L. is looking for a Team LeaderPFM & Procurement – minimum input: 20 months Expert for the EU funded project: : Complementary Support – State and Resilience Building Contract 3.

The overall objective of the project is to contribute to sustainable inclusive growth and democratic and economic good governance in The Gambia.

The purposes of this contract are:
- Progress of democratic reforms, human rights and the rule of law.
- Implementation of reforms in the area of Public Financial Management (PFM).
- Enhancement of statistical data collection and management.
- Improved business environment to promote investment and private sector development.
- Strengthened fight against corruption.

We are looking for a TeamLeader with following qualifications:

Qualifications and skills

• University degree in economics, development studies, administration or a relevant, directly related discipline
• Fluent in English (C1)
• Computer literacy (Word, Excel, PowerPoint)

General professional experience

• A minimum of 10 years work experience in the sector of Public Financial Management, institutional development or public procurement
• Experience in procurement operations/ market performance and integrity/ transparency of public procurement systems
• Experience in leading and building teams: planning functions, elaboration and monitoring of work plans, meeting deadlines, assigning tasks, etc.

Specific professional experience

• Team leader experience
• A minimum of 5 years' experience in capacity building or providing technical assistance in Public Financial Management or Procurement
• Experience of working in a transfer of knowledge mode
• Experience with donor coordination and effective aid principles
• Experience in working in developing countries

1. The Key Expert must be independent and free from conflict of interest in the responsibilities they take on.
2. Expected start date of the project: February 2022, with a duration of 20 months.
