Key expert 4: Democratic Reforms

URO-FUNDING Multilateral Projects S.L. is looking for a Key expert 4: Democratic Reforms (minimum input: 20 months) Expert for the EU funded project: : Complementary Support – State and Resilience Building Contract 3.

The overall objective of the project is to contribute to sustainable inclusive growth and democratic and economic good governance in The Gambia.

The purposes of this contract are:
- Progress of democratic reforms, human rights and the rule of law.
- Implementation of reforms in the area of Public Financial Management (PFM).
- Enhancement of statistical data collection and management.
- Improved business environment to promote investment and private sector development.
- Strengthened fight against corruption.

We are looking for a Democratic Reforms Expert with following qualifications:

Qualifications and skills

• Postgraduate qualification in Law, Political Science, Human rights, Social Sciences, Public Administration, Security Management, or related field
• Fluent in English (C1)
• Computer literacy

General professional experience

• A minimum of 10 years' experience in governance reforms
• Experience in the Security and Justice sectors
• Experience in training activities

Specific experience

• A minimum of 5 years' experience in providing technical assistance to democratic reform processes in a developing country setting
• Experience in collaborating working with senior officials in government and security forces
• Experience in working in a developing country setting

1. The Key Expert must be independent and free from conflict of interest in the responsibilities they take on.
2. Expected start date of the project: February 2022, with a duration of 20 months.
