EnCompass LLC is seeking candidates for the Team Lead role on EnCompass’ USAID Democracy, Human Rights and Governance (DRG) Generating Results within Our Work (GROW) project.
The Team Lead (TL) is a Senior Advisor level position, and provides overall leadership and strategic, managerial, and technical direction for USAID’s DRG GROW contract. The position ensures an integrated vision among different components and actors, and a focus on achieving the results defined in the contract. The GROW contract serves to strengthen the DRG Center staff’s capacity to exchange technical information and resources with internal and external audiences via training programs and other professional exchanges. The ideal candidate has a background in DRG, experience serving as a USAID Chief of Party/Team Lead or Project Director, and experience in learning and leadership development.
The GROW Team Lead position is a Key Personnel position.
Due to COVID-19, and subject to situational changes, the position is expected to be fully remote through September 30, 2021. It is expected that the position will continue to be mostly remote after this date, as EnCompass will be moving to a hybrid schedule. However, as required by the contract and in agreement with the contract TOCOR, the Team Lead may be expected to work from client sites in the Washington DC metro area up to 1-2 days per week. Must be legally authorized to work in the US for any employer without sponsorship.
Position Duties and Responsibilities
Essential functions include:
- Leads USAID DDI GROW task order providing leadership and expertise to the Democracy, Human Rights, and Governance (DRG) Center. Responsible for the strategic leadership, vision, direction, and results-driven management of GROW. Serves as the principal liaison with USAID COR, DRG Center, the EnCompass team, and all other relevant stakeholders. Supports planning and decision making of Team Leads who work directly with USAID stakeholders and direct the work within their respective teams
- Leads the team to set and adhere to high quality standards for all aspects of technical work; Supervises the core team and liaises with DRG Center leadership and subject matter experts to ensure successful GROW implementation; Responsibilities include: Oversee the design and delivery of virtual and face-to-face trainings in Washington, DC and regional training centers; Oversee the design and delivery of DRG Center convenings ranging from retreats and workshops to the annual DRG Conference (Officers Workshop and Partners Forum)
- Strategically engages with the EnCompass team, especially the L&LD Director and the Vice-President for Learning and Leadership Development, to ensure EnCompass best practices, appropriate resourcing, compliance, and collaboration with EnCompass headquarters staff and teams
- In collaboration with the client and GROW workstream leads (Design, Technology Enhanced Learning (TEL), Convenings), establishes a vision for each activity, ensures the vision is operationalized through the setting of objectives, ensures the timely completion of quality deliverables and services in line with this vision; creates the enabling environment necessary to realize the vision; robustly evaluates achievement of objectives
- In collaboration with GROW Sr. Program Manager, provides oversight and leadership on, and is responsible for, contract compliance, compliance with EnCompass systems and policies, and profitability
- Oversees strategic collaboration, planning, and reporting with the client. Meets frequently with the USAID COR, DRG Leadership, and other relevant stakeholders to align GROW’s work with the DRG Center’s needs. Leads the development of the annual workplan and quarterly workplan updates. Ensures weekly, quarterly, and annual reporting deliverables are well written, representative of progress achieved, and timely
- In collaboration with GROW Sr. Program Manager, leads subcontractor relations by ensuring a productive and collaborative relationship at all levels of the activity, identifies and resolves issues, and oversees technical quality, compliance, and budget discipline, in collaboration with EnCompass
- Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other applicable EnCompass meetings and discussions. Serves as a member of the L&LD Management Team
- Fosters an environment of collaboration, learning, and adapting within the GROW team, and exemplifies appreciative leadership and management in all contexts
- Other duties as assigned
Position Requirements
Qualifications
- Advanced degree in international learning/training/education, organizational development, international development, program management, or a related field is strongly preferred
- At least 10 years of experience on USAID development projects supporting democracy assistance and/or capacity strengthening activities. Experience serving as USAID Chief of Party, Team Lead, or Project Director preferred
Experience and Skills
- In-depth understanding of international development processes, actors and cultures, with strong technical expertise within one or more social development sectors, such as democracy and governance, education, public health, HIV, gender, etc
- Demonstrated excellent communication skills, including writing (proposals, reports, and other communications) and public speaking
- Ability to work sensitively in multi-cultural environments and build effective working relations with clients, colleagues, and staff
- At least ten (10) years of management experience, including direct supervision of staff and assembling teams working on aspects of learning and leadership development, in multi-faceted international development programs
- Strong strategic planning, organization, and problem-solving skills
- Experience working with USAID
- Ability to develop and manage client relationships
- Successful contract and project management experience in an international development organization
- Ability to support/mentor team members managing complex contracts
- Ability to support/mentor team members managing complex contracts
- Experience strengthening monitoring, evaluation and learning capacities of staff, preferably governmental staff, implementing partners, and their counterparts highly preferred
- Ability to work in an appreciative, strengths-based environment and guide others in using an appreciative approach
- Commitment to and experience with integrating gender and inclusive development and diversity, equity, and inclusion into both programming and leadership of the team
- Ability to think strategically and integrate diverse information from varied sources
- Significant experience in capacity strengthening and facilitation
