Action Against Hunger is a non-governmental organization that aims to provide solutions to hunger. Our mission is to save lives by eliminating hunger through prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action Against Hunger focuses on nutrition, health and healthcare practices; food security and livelihoods; water, sanitation and hygiene.

Action Against Hunger-Spain has been operational in Senegal since 2010 then in The Gambia in 2018, responding to both chronic and acute needs through a multi-sector strategy where Nutrition, Food Security and Livelihoods, Water, Sanitation and Hygiene activities are integrated to have a meaningful impact on people’s resilience.

The objectives of Action Against Hunger-Senegal-Gambia are to continue building reputation for nutritional expertise to deliver integrated Nutrition, WASH and FSL assistance in a new Senegambia Food Security and Livelihoods Project name KONKOBAYO; to contribute to the promotion of the well-being of Gambians by further a transition to a green economy supported by good governance and responsible and inclusive management through the GREEN ECONOMY project; and strengthening the capacities of national institutions and civil society organization through the transfer of expertise, technical support and support the sustainable appropriation of methodologies on Food security household economics analysis.

The Program Manager will be responsible for design, implementation, monitoring, and reporting on ACF Food Security and Livelihoods projects in Gambia. The main objectives and tasks will be as follows:

Understanding the food security sector in the area of intervention
Project implementation, follow-up and monitoring
Food security and livelihoods partnership development

The position aims to pursue the implementation of the EU-funded project in the North of rural Gambia. This 36-months Resilience project started in January 2020 and aimed at "Boosting the resilience capacities of local populations and actors in eastern Gambia in the face of the consequences of climate change ».

The position has 3 aspects :

Good (qualitative and quantitative) project implementation,
Reinforcement of partners and partnership,
Ensure good capitalisation and diffuse the results.

Key activities in your role will include

Objective 1 : Understanding the food security sector in the area of intervention

Collect and analyze primary and secondary data related to the food security and livelihoods sector with partners during base line

Identify the needs of the most vulnerable populations through a literature review, and the design and implementation of relevant needs assessments

Ensure effective communication with stakeholders involved in food security (data sharing and brainstorming) and with local authorities involved in project definition and/or implementation

Objective 2 : Project implementation, follow-up and monitoring

Analyze and develop effective operational partnerships and oversight on the implementation and monitoring of project to ensure timely and effective implementation and financial management

Define program implementation modalities and methodologies (including, but not limited to technical specifications, identification and registration of beneficiaries, distribution and sensitization) MOU with partners

Produce regular internal and external reports for submission to supervisory staff

Follow up of project budgets and expenditure to ensure the effective and appropriate utilization of funds for each project within specified timeframes

Develop an adequate monitoring and evaluation plan linked with the relevant project indicators; formalize the results in a report to be shared with supervisory staff

Objective 3 : Ensure good capitalisation

Document all steps of the project

Produce analysis linked to intermediate and final report

Planify workshop with partners to evaluate the impact of project and to mesure how far from the goal the project is and how to reach the identified outpout.

Objective 4 : Ensure efficient coordination and good representation

Represent AAH in relevant external coordination meetings (Technical Working Groups and Agriculture clusters/sectors);

Ensure effective communication with stakeholders involved in food security (data sharing and brainstorming) and with local authorities involved in project definition and/or implementation

Report on protection issues observed in the course of implementation of AAH project

Duties that are inherent to the position and requested according to missions’ needs and context.

Objective 5 : In collaboration with the Dakar team ensure Compliance of administrative financial, HR and log process with Gambian legislation and AAH standards

Participate in the technical briefing/debriefing of the staff as well as annual appraisal

Supervise the work of the Finance-Admin/Log Manager in collaboration with the Finance coordinator

Identify and review areas of high non-compliance risk according to AAH or donor standard

Develop and implement diversified methods of control

Identifying non-compliance with the organization’s procedures

Proposing corrective measures in whatever functional area may be required

Focused on high-risk areas of non-compliance, including through periodic on-site monitoring visits to Action Against Hunger areas of operations (bases and partners)

Do you meet the profile required criteria?

Academic Background :

Master degree in Agriculture or rural development

Desirable specific/ technical Knowledge:

Livelihoods program design and implementation, preferably in West Africa. Knowledge in value chain management, PCM.

Experience (years):

At least 5 years field humanitarian experience

Knowledge of the humanitarian sector:

• Ability to write donor reports and proposals in English.

• Training and capacity building experience.

• Diplomatic and tactful, professional and transparent

• Team spirit and good communication skills.

• Organized and self-motivating.

Knowledge of the organization:

Languages:

Fluency in reading, writing and speaking English

Information systems:

Fully proficient in MS-Office, Outlook and Skype, familiarity with GIS and ODK an asset

Mobilité (national/ international)

Home based at KEREWAN with trips to Banjul for project national activities
