Description

1. Background and Introduction:

The Austrian Development Agency (ADA) has been mandated by the EU and Sida to implement a project worth 6.8 Mio Euro focussing on Sustainable Mountain Tourism and Organic Agriculture in Georgia (GRETA). The project aims to facilitate an improvement of the business environment and the creation of new income opportunities in sustainable mountain tourism and organic agriculture to reduce poverty and exclusion in the selected regions of Georgia by focusing on 1) the creation of a legal and policy framework for mountain tourism and organic agriculture that enables sustainable and inclusive development 2) an increase in employment and income in both sectors and 3) improving access to capacity development measures for people and institutions active in the fields of sustainable mountain tourism and organic agriculture. The project is ongoing since December 2018 with a project duration of 52 months. To support the ADC (Austrian Development Cooperation) Coordination Office in Tbilisi in ensuring a successful implementation of this project, ADA is recruiting an experienced International Team Leader.

2. Detailed Terms of References:

The Team Leader will be based in Tbilisi with frequent presence on the different project sites, field offices, partners and beneficiaries within Georgia (mainly Svaneti, Racha and Northern Imereti). He/she will be responsible for the overall implementation and management of the project and other related tasks.

2.1 Specific Duties:

  1. Overall project responsibility and management, with the main aim of achievement of envisaged results;
  2. Manage a team of 9 project team members;
  3. Plan, procure, manage and monitor contracts as well as expenditure with the team in line with ADA rules and regulations;
  4. Organize, prepare and participate in Project Advisory Board and EU Programme Steering Committee meetings and ensure follow-up;
  5. Timely and comprehensive quality reporting on the project according to EU and Sida requirements;
  6. Ensure ADA’s compliance of the implementation with the two Delegation Agreements with EU and Sida and according to ADA’s Project Operational Manual (POM);
  7. Provide monitoring and reporting support to the project partners for result-based monitoring;
  8. Ensure constant analysis of the project and its environment, timely readjustment of the project, determination of required revisions, coordination of budget revisions, and closure of projects activities;
  9. Maintain contact with project stakeholders, beneficiaries, contractors, project partners, donors and the public;
  10. Organise the external evaluations;
  11. Manage and monitor the foreseen communication and visibility activities;
  12. Represent ADA in meetings relevant to the project, as required.

 3. Requirements and Qualifications:

  • EU/EWR/Swiss citizenship;
  • University degree in economics, business administration, agriculture, tourism, social sciences and/or development studies;
  • Minimum four years of relevant work experience in managing int. development projects; knowledge of managing EU projects is an asset; Qualification or certification in project management is an asset;
  • Knowledge and experience in financial project planning, management, monitoring and reporting;
  • Knowledge on how to manage grant schemes, service and works contracts;
  • Work experience with policy-related issues in the agriculture and/or tourism sector;
  • Work experience in the field of Private Sector Development (PSD) is considered an asset.
  • Work experience in the region, especially in Georgia is considered an asset;
  • Understanding of international development cooperation principles and quality standards, environmental protection and climate change, social inclusion, good governance;
  • Demonstrated gender awareness and sensitivity to integrate a gender perspective into tasks;
  • Excellent interpersonal and communication skills and the ability to work in a multinational and multicultural environment;
  • Flexibility to adjust working hours to actual workload and capacity to work under pressure;
  • Valid driving license is required;
  • Excellent computer skills with practical experience in Microsoft applications;
  • Excellent written and oral communication/reporting skills as well as presentation skills in English are required, knowledge of Georgian, German or Russian would be an asset.
  • Willingness to travel

The minimum yearly remuneration for this position is EUR 83.989,72 gross for full-time employment.
