Technical Assistance for the 11th EDF Intra-ACP Natural Disaster Risk Reduction Programme ACP/

SHORT DESCRIPTION OF THE ASSIGNMENT :

The contract will involve the setting up of a Technical Assistance (TA) Facility to provide high-level technical support and policy advice to the Secretariat of the OACPS, for the implementation of the 11th EDF Natural Disaster Risk Reduction (NDRR) programme. The TA will support the Secretariat of the OACPS in fulfilling its overall coordination, monitoring and evaluation, knowledge management, knowledge creation, visibility, and communication functions, as well as supporting recovery processes in post disaster contexts.

The TA will be mandated to providing specific analytical work (technical studies, policy notes, research papers, amongst others) in support of the implementation of the 11th EDF NDRR Programme on a demand driven basis.

DURATION OF THE CONTRACT :

54 months

The PMU will be located in Brussels.

 

REQUIRED EXPERTISE:

We are looking for a Project Management Unit Leader, preferably ACP citizen, whom meets the following requirements :

  • At least 10 years of experience in European cooperation projects in ACP countries,
  • Experience in the fields related to climate change and disaster risk reduction,
  • Two proven experiences as team leader in long term projects +3 mio € : Project preparation, project management, responsible for overall coordination and execution of the assignement
  • Minimum 20 years of general experience 

 

Job description

The coordinator will be responsible for all administrative, financial and technical tasks related to the management of the Project.

He will be responsible for the implementation of "transversal" actions as information, training, monitoring & evaluation, etc.  The coordinator will have to manage at least :

  • The preparation of contractual documents (procedure manuals, annual program budgets, half-yearly and annual technical and financial execution reports), documents to be presented to the Contracting Authority or the beneficiaries,…;
  • the preparation of the terms of reference and the monitoring of studies and surveys prior to decisions and actions of the Project;
  • the preparation of tender documents relating to study contracts, project management and supplies to be carried out within the framework of the Project;
  • advice to the Contracting Authority and opinions necessary for decision-making;
  • support for the component managers in the organization of work, the development of terms of reference and tender documents and the planning and monitoring of actions falling within their field of expertise;
  • effective and efficient internal and external communication frameworks.
