Description

Background:
SoCha, LLC is preparing a response to the Request for Task Order Proposals for the Monitoring, Reporting, and Capacity Strengthening Contract for the Sahel (MRCS). This award will mainly support USAID/Sahel Regional Office (SRO) in Niger and Burkina Faso, and provide limited assistance to Mauritania, Chad, and The Gambia. 
This mechanism will advance USAID/SRO’s commitment to program effectiveness across all sectors, and to make informed strategic and management decisions. The MRCS will primarily work in Burkina Faso and Niger to carry out third party monitoring (TPM) in predominantly insecure areas and provide outputs and outcomes verification, conduct evaluations/studies/assessments, support stakeholders to have functioning M&E working groups at country level, and capacity-strengthening specifically in monitoring and evaluation (M&E) of appropriate offices/structures of the Governments of Niger and Burkina Faso (GoN and GoBF), as well as sub-national state institutions, local civil society organizations, community-based organizations, and implementing partners.
To support the work of the MRCS, SoCha seeks an experienced Technical Director.

Scope of Work 
The individual will be responsible for leading and managing the technical work related to monitoring, evaluation, and learning under the resulting task order. S/he will:

  • Assist the COP in performance management systems, financial management, and timely completion and submission of all activity deliverables;
  • Support the recruitment and outreach to identify a wide pool of technically sound local and international evaluators and MEL specialists, and
  • Ensure that the short-term technical experts and team members recruited under this contract are of a high caliber and possess commensurate technical expertise. 

Required Qualifications:

  • A minimum of 10 years’ of progressive experience in similar positions is required;
  • Master’s degree in a relevant field such as international development, project management, statistics, or economics;
  • Thorough technical knowledge of monitoring, evaluation methods, and performance management, including, but not limited to, data collection and analysis, evaluation planning, evaluation design and management, dissemination of evaluation results, and learning; 
  • Managerial and operational experience, and preferably experience in supporting complex activities involving coordination with multiple program partner institutions;
  • Strong interpersonal and oral communications and presentation skills;
  • Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries;
  • Professional proficiency in spoken and written English and French; and
  • Working experience in West Africa or similar developing country context.

Location
Ouagadougou, Burkina Faso, or Niamey, Niger,  with travel across the Sahel Region.
