UNDP China has been working in China over the past 40 years, partnering to advance various phases of China’s development. UNDP provides development advisory services and implement projects through innovation and applying our international experience and network in three pillars as per the country programme document: supporting China’s transformation to a low-carbon economy so that more people enjoy a cleaner, healthier environment; facilitating China’s shift to using the SDGs as a standard for its inclusive development, economic decisions and investments, and supporting China’s international cooperation and south-south engagement for SDG attainment.

Since 2003, UNDP has been a pioneer and catalyst in introducing and scaling Fuel Cell Vehicle (FCV) technology in China, which is a key step in moving towards green and de-carbonized development. UNDP is continuing to work on scaling the hydrogen economy in China through development and implementation of projects related to vocational training upskilling and reskilling of technical workers to support hydrogen economy development; expansion of the use of hydrogen into other sectors; and green hydrogen.

UNDP will also work to accelerate the transition to renewable energy. In the process a just transition of promoting renewable energies for net zero future is a key focus to ensure that such transitions are fair, and their impact on the vulnerable populations are understood and mitigated.

As the country’s demographics evolve, UNDP will also apply a life-cycle approach, to embrace the future of work. In promoting vocational training programme, capacities of stakeholders will be strengthened to facilitate gender-responsive demographic transition through a life-cycle approach and preparedness for the future of work.

Access to energy is a precondition for prosperity and clean energy in turn is a source of economic recovery, job creation and decarbonization. Clean energy access is a requisite towards eliminating energy poverty a real possibility.

Position Purpose:

Towards this end, UNDP China is looking for a Programme Analyst at portfolio consisting of Hydrogen Economy, Just Transition and Future of Work. This entails, project management, policy and research, and contributing to partnership management, under the Pillar for People and Prosperity (Pillar-I). The Programme Analyst is also expected to coordinate his/her work with Pillar for Planet (Pillar-II).

Under the guidance and direct supervision of the ARR (Team Leader of People and Prosperity Pillar), the Programme Analyst can supervise and lead programme support staff. The Programme Analyst works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff.

The key results have an impact on the success of country programme within hydrogen economy specialization assigned while addressing energy poverty, just transition, and future of work. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.
Duties and Responsibilities

Ensure the implementation on programming in the relevant technical areas

Provide inputs the positioning of UNDP and enhance its relevance under the country’s evolving development status and with the targeted sectors through close consultation with stakeholders.
Thorough analysis and research of the political, social and economic situation in China and preparation of substantive inputs to UNSDCF, CPD, and other documents.
Contribute to the delivery and achievement of UNDP’s Country Programme Document, as well as the visions and outcomes of Pillar I for People and Prosperity.
Provide advice and technical support to multi-disciplinary and cross-team initiatives that delivers targeted development results tailored to the country context

Project management and quality assurance

Formulate goals and objectives for the assigned projects through conducting situation analysis.
Identify and assess potential leads for project pipelines. Contribute to the, initiation, formulation and inception of new initiatives: full-sized projects, policy dialogues, communications and exchanges events, and campaigns etc.
Analysis of programme’s results-based planning, budgeting, implementation, risk management, and monitoring and evaluation to identify relevant challenges preventing the delivery
Identify substantive and process-related challenges to project implementation and result delivery and take corrective measures to ensure on-time and budget delivery of targets, outputs, and results.
Provide policy advisory and technical assistance to counterparts as required

Contribute to partnerships and resource mobilization

analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
Identify opportunities for initiating strategic partnership ideas to contribute to the assigned projects and the COs programming and resource mobilization efforts.

Technical advisory to policy and research

Contribute to COs development of research and knowledge products.
Provide advisory services to senior management by preparing substantive briefs, analysis papers, talking points, and speeches etc.
Monitor and identify information related to policy-driven issues.
Provide inputs to Government counterparts through providing policy recommendations, collaboration on research, case studies, policy dialogues, and organizing and engaging in sectoral events.
Sound contributions to knowledge networks and communities of practice.

Ensures gender mainstreaming

Ensure the full implementation of the CO GES strategy in the team and more than 50% resources invested for gender equality

Required Skills and Experience:

Education

Master’s Degree or equivalent in international development, political or social sciences or related field.

Experience, Knowledge, and Skills

A minimum of one year’s relevant experience is desirable at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects
Project management Experience in the field of hydrogen economy, just transition, future of work would be asset
Experience in the use of computers and office software packages and handling of web-based management systems.
Fluency in English and Chinese
