PROJECT DESCRIPTION
UNDP has initiated a project to address conflict and fragility in the Highlands with a focus on implementing critical peacebuilding interventions including enhancing infrastructures for peace through strengthening capacity of traditional/local leadership in practice of effective leadership and conflict management, promoting inclusive community dialogue and decision making, and supporting local faith-based conflict mediation mechanisms. The project seeks to co-create local peacebuilding platforms such as peace and development dialogue networks for enhanced local governance and confidence-building as well as forums for community-level mutual learning and cross-fertilization of local peacebuilding practices. To further inform peacebuilding interventions, the project undertakes detailed conflict analysis and listening exercises for Hela and Southern Highlands provinces and maintain a conflict tracking and monitoring mechanism for early warning/early action, complemented by a scoping exercise of existing formal law and justice institutions and its interaction with traditional/informal justice mechanisms.
As part of the community recovery process, UNDP plans to conduct an inclusive and participatory needs assessment process to identify post-conflict community recovery needs of affected community members including vulnerable groups. Through this project, UNDP will provide post conflict recovery support to equip communities with necessary material according to their community needs identified in consultation with the provincial government partners. One necessary material that is already been identified in consultation with the provincial government partners is the provision of roofing materials for 127 community facilities in Hela Province.
Duties and Responsibilities
II. SCOPE OF THE WORK
UNDP is hiring an Independent Quality Assurance (IQA) to review the quality and standard of the roofing materials that will be provided by an already contracted company. As part of the quality assurance at an earlier stage of the procurement of the materials, UNDP would like to recruit an independent engineer as a consultant by these terms of reference. The consultant will support UNDP in the assessment of the individual company’s offer and thereafter the quality and standard of the roofing materials provided by the contractor listed below.

Quality of the deliverable produced
The evaluation of the consultant's performance (the quality of the reports and products, the technical competence shown, and the timeliness of the reports) will be determined by the UNDP RoL.
IV. INSTITUTIONAL ARRANGEMENT / REPORTING RELATIONSHIPS
Through its Project Manager, UNDP will manage and oversee the procurement process. The consultant would oversee and submit the deliverable to the UNDP Project Manager.
V. LOGISTICS AND ADMINISTRATIVE SUPPORT
The consultant is fully responsible for the transportation to the construction site.

The duration of the consultancy is 10 working days

Competencies:
Experience in providing quality assurance for construction work
Excellent teamwork, communication and interpersonal skills, computer, analytical, and report writing skills

Required Skills and Experience
VII. QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR (IC)
a. Academic Qualifications:
Advanced university degree in civil engineering or construction engineering or building engineering, architecture, or construction management
b. Years of experience:
At least 5 years’ experience as a quality assurance in building construction. Experience in construction of the same magnitude is an added advantage.
Experience in managing or supervising the construction of large-scale infrastructure project in Asia and the Pacific would be an asset.
Experience working with international organizations such as the EU, UN is desirable.
