Background:

The purpose of the anticipated 5-year, USAID-funded Monitoring, Evaluation, and Learning (MEL) Service activity in Mozambique is to provide services to the Government of Mozambique in support of the country’s efforts to design and manage evidence-informed activities, and better development results. The main objective of the award is to establish a mechanism to strengthen USAID/Mozambique’s evidence-based decision-making by providing continuous, on-the-ground, specialized MEL support to the Mission and its implementing partners (IPs). The activity will provide consistent and high-level performance monitoring and reporting support, as well as on-demand ability to implement studies, assessments, and evaluations of specific programs or activities. Additionally, the activity will provide periodic and strategic capacity-building interventions to strengthen the MEL skills of USAID and IP staff.

Scope of Work

SoCha LLC is seeking a full-time, experienced Senior Monitoring Officer to assume primary responsibility of leading efforts to strengthen the project’s performance monitoring activities and tasks as directed by USAID and in collaboration with partners and stakeholders. The Senior Monitoring Officer will be the primary point of contact in coordinating monitoring activities with stakeholders, USAID’s Contracting Officer’s Representative (COR), and serves as the subject matter expert for tasks and assignments related to the design and implementation of performance indicators, MEL framework planning, data assessments/quality reviews, data analysis and reporting. The Senior Monitoring Officer will also be responsible for the preparation and presentation of training content to project staff, beneficiaries, partners, and stakeholders. The Senior Monitoring Officer will oversee and guide daily support service requests – such as monitoring, Data Quality Assessments (DQAs), rapid feedback assessments, and support for Activity Monitoring, Evaluation, and Learning Plans (AMELPs) – from the USAID Mission, as well as guide efforts to strengthen USAID Mozambique’s and IPs performance monitoring skills and practices. In close collaboration with USAID’s MEL Specialist, the Senior Monitoring Officer will guide support for the application of monitoring data to decision-making.

Minimum qualifications and experience

  • Master’s degree in development, evaluation, development analytics, economics, knowledge management, or a related field.
  • Eight (8) years of progressively professional experience in monitoring and evaluation (M&E) within complex international development contexts in more than one of the following areas: Health, Democracy and Governance, Preventing Conflict/Violent Extremism, Economic Growth, Natural Resource Management, Education, and/or Agricultural Development.
  • Excellent teamwork, interpersonal, verbal, and written communication, presentation, and facilitation skills.
  • The ability to work in complex situations or environments and serve as facilitator and mediator for diverse groups with varying skill levels.
  • Experience producing simplified data visualizations.
  • Demonstrated successful track record in performance monitoring and developing MEL plans, systems, and tasks.
  • Demonstrated ability to manage multiple components simultaneously, multifunctional teams, international personnel, host country government relations, and client satisfaction.
  • Knowledge of USAID project cycle, agency policies, regulations, and monitoring and evaluation and reporting requirements.
  • Fluency in English, written and spoken.
  • Portuguese language proficiency strongly preferred.
  • Previous experience working in Mozambique or Southeast Africa strongly preferred.
