Background
SoCha, LLC is preparing a response to the Request for Task Order Proposals for the Monitoring, Reporting, and Capacity Strengthening Contract for the Sahel (MRCS). This award will mainly support USAID/Sahel Regional Office (SRO) in Niger and Burkina Faso, and provide limited assistance to Mauritania, Chad, and The Gambia.
This mechanism will advance USAID/SRO’s commitment to program effectiveness across all sectors, and to make informed strategic and management decisions. The MRCS will primarily work in Burkina Faso and Niger to carry out third party monitoring (TPM) in predominantly insecure areas and provide outputs and outcomes verification, conduct evaluations/studies/ assessments, support stakeholders to have functioning M&E working groups at country level and capacity strengthening specifically in monitoring and evaluation (M&E) of appropriate offices/structures of the Governments of Niger and Burkina Faso (GoN and GoBF), as well as sub-national state institutions, local civil society organizations, community-based organizations, and implementing partners.
SoCha seeks an experienced Senior Evaluation and Assessment Specialist for the Ouagadougou Office and an Evaluation and Assessment Specialist for the Niamey office.

Responsibilities
- Oversee evaluation, analyses, and assessments throughout the life of the activity, including scope of work development, data collection, design of methodologies and protocols, data analysis and reporting writing.
- Participate on assessments and evaluations.
- Ensure quality of the deliverables/reporting of all evaluations, assessments, surveys, and special studies.
- Work with team leads to ensure that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in-country.
- Provide support, leadership, and technical expertise to overall management of the activity to ensure that the activity meets all its performance and reporting requirements
Qualifications
Senior Evaluation and Assessment Specialist:
- Master’s degree in a relevant field, and a minimum of 8 years of professional work experience in the design, management, and implementation of assessments, evaluations, analyses, and special studies.
- Expertise conducting MEL activities in different sectors, especially relating to resilience
- Proven skills in quantitative and qualitative methodologies.
- Excellent qualitative data analysis skills including command of at least one coding software/program for qualitative data (Dedoose, NVivo, AtlasTi, etc).
- Excellent quantitative data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, among others.
- Expertise in cost-benefit analysis, econometric methodologies, or statistical systems highly preferred.
- Extensive experience drafting and finalizing evaluation reports.
- Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation- related subjects.
- Previous experience supporting USAID-funded contracts desired.
- Computer literate and possess superior oral and written communication skills.
- Fluency in written and spoken English & French required.
- Demonstrated ability to manage high-level relationships with partner organizations and implementing partners.
