In the previous five years, one of the key achievements of ARTICLE 19 has been expanding and strengthening our international reach by consolidating our presence outside the UK, recruiting national or regional staff, and establishing strong and operationally autonomous national or regional offices. ABOUT THE ROLE:

The Asia Grants Manager will be a key member of ARTICLE 19’s Asia-Pacific Programme, helping to coordinate and manage projects across several different countries in Southeast Asia. The Asia Grants Manager will be primarily responsible for project reporting, monitoring and evaluation, and fundraising for the Asia-Pacific Programme. This role requires proven experience with a range of donors, including the US Bureau of Democracy, Human Rights, and Labor (DRL), the UK Foreign, Commonwealth & Development Office (FCDO), European Union (EU), Swedish International Development Cooperation Agency (SIDA), and private donors. The Asia Grants Manager will coordinate country teams and project leads in developing monitoring and evaluation systems. The Asia Grants Manager will also take the lead in developing fundraising proposals and cultivating donor relationships to ensure continuity of ARTICLE 19’s work across the region.

KEY RESPONSIBILITIES:

Project Management:

Work closely with project leads to oversee the collection and filing of project-related information across several projects with different donors;
Oversee compliance with donor policies and requirements, including those relating to financial and narrative reporting;
Oversee accurate and timely financial reporting in line with ARTICLE 19’s financial policies and procedures, including by drafting reports for ARTICLE 19’s senior management and donors;
Oversee expenditures to ensure they are in line with organisational and grant budgets;
Develop and implement monitoring and evaluation plans across projects, with support from project leads;
Conduct due diligence reviews with partner organizations in collaboration with project leads and finance team.

Fundraising:

Draft and otherwise contribute to fundraising proposals for the Asia-Pacific Programme;
Develop donor relationships and coordinate fundraising strategy.

Finance and Administration:

Develop expense reports and payment requests and review and authorise payment requests developed by junior team members;
Manage project budgets with minimal assistance;
Oversee the maintenance of project management systems by junior team members.

Other:

Contribute to cross-learning and collaboration with other ARTICLE 19 offices in the region and around the world;
Contribute to the development of ARTICLE 19’s regional and global strategy;
Undertake any other duties commensurate with the post that may reasonably be required.

PERSON SPECIFICATION:

ESSENTIAL

Education and Experience:

Bachelor's and advanced degree required;
At least ten years’ experience in grant management; with a preference for specific experience in relation to human rights.
Proven experience in project management, financial administration, and fundraising.

Knowledge:

Strong knowledge of compliance issues, including donor requirements from US DRL, FCDO, SIDA, and the EU;
Knowledge of project management platforms.

Skills and abilities:

Fluency in English. Fluency in a language spoken in Southeast Asia would be an advantage;
Ability to write communications for external audiences and donors in English language, with minimal editing needed;
Ability to work effectively under pressure and to respond positively to challenges and time pressures;
Commitment to excellence and attention to detail.

Other requirements:

Must have the right to work in a country where the Asia Grants Manager will be based; ARTICLE 19 is not able to support a visa for this position.
