Background and rationale

The United Nations Development Program (UNDP) Guinea Bissau Office is recruiting 1 Monitoring and Evaluation Associate consultant to support INASA in the deployment of the real-time monitoring initiative within the framework of DHIS2.

Under the overall guidance of the UNDP Monitoring and Evaluation Specialist, and the direct supervision of the INASA DHIS2 data base administrator, the Monitoring and Evaluation Associate will contribute to the management of program data and will work closely with the staff of the Monitoring and Evaluation team in order to support the good execution. from the program.


Duties and Responsibilities

Objective of the assignment

Contribute to the monthly monitoring of the activities of the Monitoring and Evaluation Unit within INASA in order to achieve the following results:
Real Time Monitoring (RTM) in all health facilities with tablets - monitoring plan available and implemented
Data in private sector institutions of SAB / Biombo, including major hospitals (HNSM, HM, etc.) available in the RTM/DH IS2 platform no later than the 15th of each month;
Follow-up on the integration of complete Community Health Workers (CHW) monthly reports into DHIS2 before the 15th of each month;
Checking the quality of data in RTM/DHIS2, in collaboration with the database administrator, in accordance with WHO quality guidelines and tools with monthly reports of the quality assurance process of the data. RTM data;
Update of the PNLP integrated micro-plan with DHIS2 data for the current year, analysis of trends and alerts on risks relating to stock-outs of malaria control products;
Contribute to building the M&E capacities of sub-beneficiaries through the preparation, organization and facilitation of retraining/training sessions in RTM/DHIS2;
Participation in the realization of joint quarterly missions in the field in collaboration with INASA, DRS & PLNP + other partners on RTM / DHIS2, accompanied by the following consolidated reports:
Consolidation of recommendations for program monitoring (based on mission reports),
Preparation of the plan for monitoring the implementation of the said recommendations, together with the related performance reports.
Assist INASA in setting up data validation mechanisms
Participation in any other tasks of the monitoring and evaluation team as defined by the supervisor.
3. Duties and Responsibilities
Under the overall supervision of the M&E specialist (Health and Social protection, UNDP) and the direct supervision of the DHIS2 data base administrator, the consultant will:
Provide support to implementation of the project’s M&E framework;
Prepare accurate and quality reports on the project implementation;
Review, provide inputs and update as necessary the M&E plan, indicators and tools;
Enter data into reporting systems and databases and prepare indicator reports for internal and external reporting and project management purposes;
Plan and participate in field visits;
Manage participants and meeting/ event arrangements;
Assist in documentation of lessons learned;
Assist the team in coordinating with partners and stakeholders;
Assist in relevant support tasks as required.

Completeness, timeliness, and quality of data improved through the RTM/DHIS2
Validated data for the production of progress reports to the donor
The provision of data from the RTM/DHIS2 to the PNLP and UNDP.

Required Skills and Experience

Experience:

Professional experience of at least five (2) years relevant professional experience in project management, monitoring and evaluation at the national or international level.
Experience in research methods, monitoring and evaluation tools, development of reports, development and analysis and elaboration of indicators and data collection, analysis and reporting is required.
Experience in the use of computers and office software package, including management of databases.
Proficiency in Portuguese, speaking and writing. Intermediary knowledge in French is required. The mastery of other languages ??(Crioulo and/or English) is an advantage;
Solid knowledge of the Guinean Health Information System is an advantage.

Language:

Fluency in Portuguese and Crioulo is necessary;
Intermediary knowledge in is French required;
Good knowledge in English is desirable.
