Role: Key expert 2 and key expert 3: Senior public health specialists (Full-time: 220 days/year each)

We are looking for a motivated and open-minded person full time or two people 50% of the time, with at least 10 years’ professional experience as junior public health specialist with experience in communication.  

The Lot 2: Knowledge Hub for expertise on Health, Social Protection and Socio-Economic Inequalities aims to provide expertise and knowledge to EC HQ services and EU Delegations worldwide in the areas of addressing health, socio-economic inequalities and social protection. It will support sector specific policy formulation in these areas, including covering Social Protection across the Humanitarian-Development-Peace Nexus (SPaN), and contributing to EC participation in international initiatives.

Please note that applications received from candidates with less than five years (60 months) of demonstrable professional experience in the indicated fields after the completion of a Master’s Degree will be discarded. Without a Master’s Degree, the equivalent professional experience would be 10 years.

Requirements:

  • Master’s degree in public health or equivalent diploma. In its absence, the master degree can be replaced by 5 years of professional experience in one or more of these fields, in addition to the minimum general professional experience;
  • At least 10 years of professional experience, covering health system strengthening and disease control, including the formulation, implementation, monitoring and evaluation of policies, programmes and projects in the area of public health (of which at least 3 years in developing countries in the field).
  • Professional experience of at least 3 years with international policies and strategies related to health, demonstrated by relevant missions, assignments and/or publications in the development cooperation context;
  • Professional experience of at least 5 years with the latest developments in the field of public health, including national policies and latest international developments (including governance issues), demonstrated by relevant missions, assignments and/or publications in the development cooperation context.

Assets:

  • Health sector related undergraduate studies or equivalent;
  • Professional experience with the policies of a development cooperation agencies as well as with their programmes and processes;
  • Professional experience in higher-level policy formulation and implementation related to public health.

Team Assets:

  • At least one of key experts will have at least 2 years of professional experience in capacity development, including a successful track-record of providing easy to use practical training support, development of training contents and training delivery;
  • At least one of key experts will have at least 2 years of experience in monitoring and evaluation systems with an emphasis on their design;
  • Knowledge of Spanish and Portuguese (at least level B2);
  • Experience in development cooperation covering Africa, Latin America, Asia and EU Neighbourhood area;
  • At least 3 years of experience in knowledge management. 

Languages: 

  • Proficiency in English (C1)
  • French (B2) - asset

Remuneration: Commensurate with the position and experience

Type of contract: Freelance

Location of assignment: The normal place of posting of the experts will be Brussels. Arrangements for teleworking from the experts’ place of residence can be possible. Travel to EU Delegations will be necessary for the training component of the Knowledge Hub for all lots.
