Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Based on UN Women Mandate and Strategic Plan, the Regional Office for Asia and the Pacific is tasked with providing strategic programme development, policy and technical advisory services and quality assurance support to Multi Country Offices and Country Offices and country presence. It undertakes or coordinates regional research and data analysis; advises on norms, policies and strategies for achieving the internationally and regionally agreed goals related to gender equality and women’s empowerment. It acts as a knowledge hub at the regional level, collecting evidence on progress and emerging issues and sharing knowledge on innovative approaches and lessons learned in implementation

The UN Women Regional Office for Asia and the Pacific through its governance, peace and security unit leads knowledge development and coordinates implementation in areas of gender and peacebuilding; women’s access to justice; women, peace and cybersecurity; and women’s leadership in promoting social cohesion & preventing violent extremism. The unit is also developing the knowledge base for new areas of Governance, Peace and Security in the Asia and Pacific Region as they relate to emerging issues at the intersection between security and climate, disaster and natural resource management.

In this context, UN Women Regional Office for Asia and the Pacific seeks to hire a consultant to support implementation and development of programming on Governance, Peace and Security in the Asia and Pacific Region.


Duties and Responsibilities

Under the supervision and guidance of the Regional Advisor – Governance, Peace and Security, the consultant will undertake the following tasks:

Support development of new areas of work on Governance, Peace and Security in the Asia Pacific Region, including through consultation of country offices, the drafting of visions, project proposals and documents.
Provide support to communications, monitoring, evaluation, and reporting. This includes creation of stories, briefs and talking points; preparation and finalization of knowledge resources, review of light reviews and evaluation; review collection and analysis of data, results monitoring, drafting of programme reports, and supporting partner monitoring.
Support the development of knowledge products on Governance Peace and Security including on issues related to big data analysis, hate speech and misogyny.
Support implementation of programmes on Governance, Peace and Security in the Asia Pacific Region.
Support the development and furtherance of policy and normative content, including through presenting at conferences on UN Women’s work.

Expected Deliverables

Monthly progress reports are to be submitted, describing work completed and listing any deliverables finalized during that month (deliverables as outlined above: reports, concept notes and any other concrete outputs). Payments will be made upon approval of the progress reports by the Regional Advisor – Governance, Peace and Security and/ or Governance Peace and Security Programme Specialist.

Required Skills and Experience

Recruitment qualifications

Master’s degree in social sciences, conflict studies, gender studies, international affairs, and/or another relevant field related to gender in governance, peace and security is required;
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of programmes related to Governance Peace and Security;
Technical experience in governance, peace and security required;
Previous experience with UN Women and/or other UN agencies
Experience in the Asia Pacific region preferred;
Excellent command of English required, other UN languages an asset.

Contract period and work location

The consultant will be home-based and will work on a full-time basis. For travel on mission, if required and agreed, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date.

Evaluation

Applications will be evaluated based on the cumulative analysis.

Technical Qualification (100 points) weight; [70%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
The total number of points allocated for the price component is 100.
The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
