Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality for women as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Based on UN legislative mandates and the UN Women Strategic Plan, the Regional Office for Asia and the Pacific is tasked with providing strategic programme development, policy / technical advisory services and quality assurance support to Multi Country Offices and Country Offices. It undertakes or coordinates regional research and data analysis; advises on norms, policies, and strategies for achieving the internationally and regionally agreed goals related to gender equality and women’s empowerment issues. It acts as a knowledge hub at the regional level, collecting evidence on progress and emerging issues and sharing knowledge on innovative approaches and lessons learned in implementation.

In this context, UN Women Regional Office for Asia and the Pacific seeks to hire a consultant to support programme development, in particular, the second phase of Empower: Women for Climate-Resilient Societies Project and support the development of knowledge products on gender and climate change.


Duties and Responsibilities

Under the supervision and guidance of the Regional Advisor, Humanitarian Action and Disaster Risk Reduction, the consultant will undertake the following tasks:

Expected Deliverables

Support the development of phase II of the EmPower Project
Support the preparations of a two-day workshop (19 to 20 April 2022)
In full coordination with UN Women and UN Environment Programme (UNEP), provide substantive contributions to the design of the co-creation workshop to facilitate the development of the outline for phase II of the EmPower Project.
Participate in the implementation of the learning event virtually.
Provide technical inputs to the proposal document of phase II of the EmPower Project
Work closely with the UN Women focal point for project development, under the guidance of the Regional Advisor – HA, DRR & Climate Change, and review and advise on technical inputs relating to gender equality and human rights in climate action.
Support the integration of feedback of key project stakeholders to the draft project proposal.
Finalize the proposal document
Support formulation/finalizing of knowledge products:
Undertake technical review to finalize a report: State of Gender and Climate Change in South Asia and HKH
Develop a handbook on preparing assessment reports on gender and climate change based on the country and regional assessment reports and other relevant information and guidance notes.
collect inputs from UN Women country offices, UNEP, and other organizations on the draft (including authoring teams that prepared the country assessment reports)
Finalize the handbook

Required Skills and Experience

Education and certification:

Master’s degree in gender studies, human rights, international affairs, disaster risk reduction, climate change adaptation, social science, public policy, and/or any relevant field directly related to gender equality and the empowerment of women and girls;

Experience:

Minimum seven years of progressively responsible, relevant work experience at national or international level in design, planning, implementation and/or monitoring of development and/or climate change adaptation projects relating to gender equality;
Technical experience in gender-responsive climate change adaptation, DRR with demonstrated experience coordinating with governments and civil society;
Experience writing project proposals, donor reports, and policy briefs;
Experience working in the UN System, in particular UN Women is an asset;
Working experience in Asia-Pacific is strongly desirable;
Knowledge of online communications platforms an advantage;

Language Requirements:

Fluency in English is required;
Knowledge of other languages spoken in the Asia-Pacific region is an asset.
