UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power.

Under the overall guidance and direction of the Programme Advisor, and the direct supervision of the Resources Management Specialist, the Donor Reporting Analyst is responsible to of the extraction, formulation and analysis of financial data on donor contributions, the preparation of Donor Reports on revenue received, expenses incurred and other financial information for all co-financing resources, and ad-hoc financial reports; the preparation of statutory reports and special reports as deemed necessary by the CO management.

This position will contribute with the design, development and effective implementation of new reports and also will be the link between CO and the financial support to donor and partner relationships.


Duties and Responsibilities

ONLY CURRENT AFGHANISTAN NATIONALS AVAILABLE FOR EMPLOYMENT AND WILLING TO TRAVEL IN KABUL AND THROUGHOUT VARIOUS LOCATIONS IN AFGHANISTAN, ARE ELIGIBLE TO APPLY FOR THIS POSITION. ALL OTHER APPLICANTS WILL NOT BE CONSIDERED.

The incumbent will be responsible for the following:

Research Data & Statutory reports preparation;

Data extraction, modeling and analysis;

Donor reporting;

Donor relations;

Knowledge sharing.

1- Compiles data and prepare statutory reports and analytical tables on UNDP managed resources:

Liaises with relevant UN agencies to obtain data/information;

Compiles data/information for consistency, accuracy and reliability in order to produce statistical tables for Quarterly and Annual reports;

Analyzes the data and draft analytical narrative for the Executive Committee meetings;

Performs ad-hoc duties related to reporting as requested by PMU;

Coordinates the drafting of the Management Note which includes the background of the report, UNDP’s objective and strategy.

2- Makes research and analysis of corporate UNDP data on revenue, expenses and other financial information:

Produce statistical data on trend analysis with attendant narrative reports using UNDP. corporate reporting tools such as Oracle Business Intelligence Enterprise Edition (OBIEE);

Support the analysis of programme/project financial information and prepare other reports for various clients, internal and external to UNDP;

Support the Atlas user community in terms donor related data analysis, preparation of report specifications and testing of outputs/queries;

3- Prepares the donor contribution agreements, donor reports, donor profiles and updating of the pipeline table:

Prepares Donor reports, including the creation and development of custom reports where required;

Prepares background papers, schedules and analysis to support special meetings with donors using the UNDP financial statements, on line ERP (Atlas) data, specialized queries, UNDP corporate reporting tools and SQR reports;

Undertakes mapping exercises to ensure that donor reference details have been attained, mapped to UNDP project activities, and are reflected in Donor reports;

Reviews of cost sharing and trust fund agreements to ensure compliance with corporate rules and policies;

Manages the maintenance of the Accounts Receivables for UNDP programme/projects and follow-up with partners on contributions, deposits creation in Atlas and their application to AR in line with revenue DMS;

Monitors of cost-sharing contributions, preparation of AR pending items, application of deposits against revenue DMS records;

Researches and analyzes donors’ information, identification of opportunities for cost-sharing on donors, preparation of donor’s profile.

4- Builds and strengthens the relationship with the donors:

Maintain the Donor satisfaction through close liaison with relevant UNDP units and donors, and through assisting with donor visits;

Follow up with relevant UNDP units on financial and/or programme matters and follow-up on issues raised by Donors and ensure issues are resolved in time to meet periodic reporting schedules;

Develops networks of financial practitioners within the national programmes and projects and donor counterparts with a view to responding queries on timely and accurate basis;

5- Ensures facilitation of knowledge building and knowledge sharing in the CO and guidance to all stakeholders on financial matters focusing on achievement of the following results: :

Supports organization of training for the operations/ programme/projects staff on donor reporting and other programme finance work;

Synthesis of lessons learned and best practices in Finance;

Sound contributions to knowledge networks and communities of practice.

Perform other duties within your functional profile as assigned and deemed necessary for the efficient functioning of the office.

Education:

Master's degree or equivalent in Business Administration, Public Administration, Finance, Economics, Accounting or related area or;

Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, Accounting or related field with additional 2 years relevant experience will be given due consideration in lieu of Master’s Degree.

Experience, Knowledge, and Skills:

Minimum of two (02) years with Master’s degree, or four (04) years with Bachelor’s degree of professional work experience;

Professional accounting qualification from an internationally recognized institute of accountancy;

Experience in the usage of computers and office software packages (MS Word, Excel, etc);

Experience in handling web based management systems and ERP financials, preferably PeopleSoft;

Experience of accrual accounting, IPSAS or IFRS is highly desirable.

Language Requirements:

Proficiency in English is required – both written and oral;

Proficiency in Pashto and/or Dari is required.
