TitleMid-Term Evaluation of the Enhanced Regional EU–ASEAN Dialogue Instrument (E-READI)

OBJECTIVES OF THE ASSIGNMENT: The main objectives of this evaluation are to provide the relevant services of the EU and the interested stakeholders with:
  • an overall independent assessment of the performance of the Enhanced Regional EU-ASEAN Dialogue Instrument (E-READI), paying particular attention to its different levels of results measured against its objectives; and the reasons underpinning such results;
  • a review of the guidance of the project including the coordination and cooperation with the ASEAN Secretariat, the EU Delegation to ASEAN, HQ INTPA and other DGs in Brussels and the EU Delegations to ASEAN Member States.
  • an examination of the existing and potential synergies with ongoing EU funded project in ASEAN.
  • key lessons learned, conclusions and related recommendations in order to improve current and future interventions, this includes a proposal of a revised Logical Framework Matrix as well as the construction of a Theory of Change.
  • if relevant, propose improvement for the template of the interim reports.

TEAM REQUIREMENTS:

A- Team leader (46 working days)

  • Qualifications and skills required for the team: A Master’s Degree or equivalent in public administration, international relations, social sciences, or a discipline related to the issues covered in the programme or equivalent professional experience in any discipline relevant to the project of a minimum of 15 years. A thorough knowledge of regional integration, in particular ASEAN and EU integration policies. Project management and monitoring & evaluation as required skills Proven organisational, communication, mobilisation and change management skills.
  • General professional experience of the team: The Expert must have at least 12 years of experience of managing cooperation programmes in developing countries. This skill set includes proven experience in the management of international teams of experts of different technical backgrounds, as well as long-term projects involving multiple disciplines and stakeholders.
  • Specific professional experience of the team: The expert will have conducted at least four Evaluations of development interventions, at least one evaluation for an EU funded interventions preferably in Southeast Asia, and two as Team Leader of the mission. The Expert should have proven knowledge of European Commission project management procedures and financial regulations, preferably through management and participation in EC-funded technical assistance projects of similar size and/or contractual value. The Expert must have the capacity to develop solid partnerships with high level officials and, preferably, access to a network among EU and ASEAN practitioners and experts in the topics covered by the programme.
