2.1 Objectives of the evaluation and evaluation criteria
Systematic and timely evaluation of its programmes and activities is an established priority3 of the European Commission4. The focus of evaluations is on the assessment of achievements, the quality and the results5 of interventions in the context of an evolving cooperation policy, with an increasing emphasis on result-oriented approaches and the contribution towards the implementation of the SDGs.6
From this perspective, evaluations should look for evidence of why, whether and how the EU intervention(s) has/have contributed to the achievement of these results and seek to identify the factors driving or hindering progress.
This particular evaluation will go one step further and assess current support programmes to the SME in Serbia in a sector wide perspective including in addition to EU supported projects also projects funded from other donors and programmes funded from the Government.
The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders with:
 A mapping of EU, donor and Government funded actions in the area of support to access to finance and business advisory services to SME
 an overall independent assessment of the performance of those actions, paying particular attention to its different levels of intermediate results measured against its expected objectives; and the reasons underpinning such results;
 key lessons learned, conclusions and related recommendations in order to improve current and future interventions.

• Key Expert 2:

• General description of the position: Key Expert 2 will act as a Deputy Team Leader and also perform evaluator tasks
• Expert category: Cat. II (>6 years of experience)
• Qualifications and skills required: Master Degree in Economics or other relevant areas to this contract or Bachelor with professional experience of at least 3 years (which must be above the general professional experience duration fixed below);
• General professional experience: At least 6 years of post-graduate professional experience in competitiveness sector.
• Specific professional experience: Experience in at least 2 evaluations done in relation to the EU accession. Tender Evaluations, monitoring or impact assessments are not considered as relevant.
• Language skills:

o Excellent command of English – both spoken and written.

o Knowledge of Serbian would be considered as advantage.
• Minimum number of working days: 40 days
