Senior Program Associate, Strategy, Performance, & Learning Division, Remote

Position Description :

SI is seeking a Senior Program Associate to oversee and support the firm’s extensive work within the Strategy, Performance, and Learning (SPL) practice area. This position will support the SPL team in managing and implementing performance evaluations, performance monitoring, organizational development and performance improvement-related activities, and M&E-related contracts.  The Senior Program Associate will report to a Senior Program Manager. This is a full-time position authorized to be fully remote or to be based in the Arlington, VA area on a hybrid remote/in-person model.

Responsibilities :

Project/Program Management  

The Senior Program Associate will be primarily responsible for managing the day-to-day SPL project activities throughout the lifecycle. Responsibilities will include the following tasks:

  • Identify, recruit, and build project teams
  • Draft consulting agreements, subcontracts, and contract modifications
  • Establish, monitor, and revise work plans and budgets for selected projects
  • Manage project teams to keep projects on schedule and budget
  • Lead client communications and relationship management efforts
  • Support teams technically and managerially to ensure SI’s Evaluation Quality, Use, and Impact (EQUI) process
  • Ensure high quality deliverables to the client
  • Support contract reporting and other compliance requirements

Senior Program Associates are expected to fulfill management responsibilities with limited supervision, and to seek guidance as appropriate on key issues.

Technical Assistance    

The Senior Program Associate may have the opportunity to provide technical services in support of SI’s work in performance evaluations, performance monitoring, organizational development and performance improvement-related activities and M&E-related contracts.

This could include:

  • Contributing to the design of qualitative and quantitative evaluations
  • Conducting key informant interviews
  • Contributing to the development of performance management plans
  • designing and analyzing surveys
  • Contributing to research and desk reviews
  • Developing and facilitating compelling presentations
  • Conducting other remote and in-person evaluation tasks, as needed 

Technical tasks will be graduated to match the increasing level of proficiency and skill demonstrated by the Senior Program Associate. However, even with some technical opportunities, the Senior Associate’s main responsibilities and portfolio are expected to remain managerial. The ratio of work between management and technical tasks varies by portfolio and over time.

  • Data collection 
  • Data analysis  
  • Report writing  
  • Evaluation or assessment design  
  • Performance Management Plans (PMPs) 
  • Data Quality Assessments (DQAs) 
  • Performance improvement  
  • Training and curricula development  
  • Organizational development  

Qualifications :

  • A Master’s degree and 2 years of relevant work experience, or equivalent combination of education, training, and experience in program management, evaluation (including both qualitative and quantitative methods), performance monitoring, or organizational development.    
  • Demonstrated experience in program and contract management, preferably in international development or in USG activities.
  • Experience in quantitative and qualitative data collection, activity monitoring and evaluation plans, data analysis, report writing, and training and facilitation.
  • Strong critical thinking, emotional intelligence, and collaboration skills.
  • Attention to detail and ability to understand and implement pertinent company and client policies and procedures.  
  • Ability to exercise good judgment and risk management, and to communicate effectively orally and in writing.  
  • A commitment to valuing diversity and contributing to an inclusive work and learning environment. 
  • Ability to write fluently in English.
  • French language skills preferred.
