The Program

The Basic Education Quality and Access in Lao PDR (BEQUAL) program is led by the Government of Lao PDR with support from the Australian Government to advance the education priorities of the Ministry of Education and Sports as described in the Education and Sports Sector Development Plan (ESSDP). BEQUAL Phase 2 continues the substantial progress and builds upon the achievements of the first phase (2015-2022). It provides support to the development of an enabling and inclusive teaching and learning environment for teachers and learners with a focus on those who may be disadvantaged because of gender, disability, ethnicity or language.

The Position

The Teacher Continuing Professional Development (CPD) Manager is responsible for leading the design, planning, and implementation of CPD activities. The CPD Manager will work with the BEQUAL Teacher Education team, the broader BEQUAL team, and relevant MoES counterparts to lead the design, planning, piloting and implementation of CPD activities and approaches for primary teachers and other relevant education staff in target districts, TTCs and other locations. This position will build on the achievements and learnings from Phase 1 to plan and support the implementation of CPD activities that align with the MoES CPD system and relevant policies/ decrees and that build the capacity of key MoES stakeholders within this system for improved teacher support and teaching quality. This position will be responsible for ensuring that gender equality and inclusive education principles and practice are mainstreamed in all CPD activities and approaches.

The Person

The successful candidate holds a Masters degree with 15 years relevant experience establishing and maintaining effective working relationships with government officials and working across cultures and as part of a diverse team. with an eagerness to contribute to and facilitate transformational change in the quality of teaching. The successful candidate has demonstrated international experience facilitating transformational change in teacher education and the development and implementation of practical teacher CPD approaches and activities for primary teachers and teacher trainers in low resource contexts, Experience in primary classroom teaching, teacher training or teacher professional development is preferred.
