Position:                      Chief Resident Engineer

Type of contract:         Consulting Agreement

Assignment:                Full-time

Location:                     Jordan

Assignment start date: July 2022.

duration: 10 – 12 months.

Time input: Full time during Construction Supervision and Part Time during Defects Notification Period    

The Candidate shall be responsible for the contractual and technical management of the construction supervision phase as well as the part time required services during the defects notification phase.


The Candidate shall perform his responsibilities according to FIDIC Red/Pink Book and the Delegation of Power provided by the Client to the Company (being the Engineer) to the Consultant being the Chief Resident Engineer (acting as the Engineer’s Representative).

The regular project offices of the Consultant will be the site offices, approximately 85 km from Amman.

The Candidate in coordination with the Project Director/Manager shall be responsible for the following:

  • Technical & design adjustments according to site requirements or comments from the Contractor
  • Assessment of VO’s and claims, including the extension of time claims
  • Any issues which might be controversial or could lead to liability claims.
  • IPCs
  • Project Reporting (see details below)
  • Review and approve monthly Time sheets for the Consulting Team

General Responsibilities:

  • Day to day organization and management of the staff assigned for supervision of the Construction
  • Maintaining all records of the Construction Contract supervision on site and ensuring that these records are copied in a timely manner to the designated project
  • Coordination and communications with and between the Employer and Contractor unless covered by the limitations.

Project Reporting Responsibilities

The Candidate/Chief Resident Engineer shall be responsible for the timely and professional preparation and submission of the required Project Reports in accordance with the ToR and the Technical Proposal, namely:

  • Monthly Progress Reports
  • Quarterly Progress Reports
  • End of Project Reports (at the end of the construction supervision phase)
  • Project Completion Report (at the end of DNP)

Management Responsibilities

  • Management, coordination, and steering of the construction supervision teams
  • Implemented performance reviews with all team members and keep respective records.
  • Communicate any deficiency on the performance any member of the consulting team in due time to the Project Director/Project Manager.
  • Communicate any foreseeable deviation from the Project schedule and the Project time and cost planning to the Project Director
  • Approve leave days of the local team members prior to any leave day and in accordance with their available leave day balance (details to be obtained from the Joint Venture Partner and/or the HR Department) and ensure that the management of leave days is well recorded and within the available budget of leave days.
  • Ensure that time sheets for the supervision teams are available and signed by the relevant staff member and the Consultant and the Project Director/Project Manager at the end of each month

Administrative Responsibilities

  • Apply the Company’s double signature policy for all official correspondence.
  • Ensure complete and structured filing of all project related documents and correspondence (letters and email correspondence with the Client and donor agency)
  • Filing of documents and/or correspondence related to the Consulting Contract takes place at the Company’s office in Amman (via the Project Controlling)
  • The Project Director/Project Manager is to be copied in all correspondence with the Client and KFW.

Qualifications and skills:

  • Civil Engineer with profound experience in water and wastewater
  • International sector related experience, minimum 10 years, Adequate Professional experience
  • Senior resident engineer in at least two WWTP experience, minimum capacity of 10,000 m3/day with anaerobic digestion and Cogeneration (CHPs)
