Financial Manager/ Project Accountant

Project title: European Union High Level Advisors Mission to the Republic of Moldova

Brief description of the project:

Support will be offered to the authorities of Moldova through the assistance to the deployment of EU High Level Advisers and short term non-key experts with the objectives to:

• strengthen the policy dialogue for the implementation of the Association Agreement;
• assist the Republic of Moldova in developing the capacities required for the implementation of the Association Agreement, including the Deep and Comprehensive Free Trade Area

Commencement date of the project: January 2023

Duration of the assignment: 24 months

Requirements:

Qualifications and skills 

• University degree in the field of Finance, Audit, Accounting or related field; 
• Excellent written and spoken English; 
• Knowledge of Romanian and/or  Russian languages. 

General professional experience 

• At least 8 years of proven professional experience in financial management and financial supervision of tasks and transactions related to Donor-funded project management, including: bookkeeping, invoicing, international payments and transfers, cash-flow management (including VAT management). 

Specific professional experience 

• At least 3 years of proven professional experience in the financial management of EU-funded projects;  
• Proven knowledge of the EU financial procedures and rules, in particular the Commission rules for external aid and its Financial Regulation and Rules of Application; 
• Professional experience with modern computerised accounting systems; 
• Proven knowledge of accounting principles, practices and procedures; 
• Excellent knowledge and skills in financial administration, control, monitoring, reporting and auditing.
