The Program

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia’s largest and most significant infrastructure investment in the Pacific. This infrastructure initiative is actively engaging with countries in the region to significantly boost Australia's support for infrastructure development in Pacific countries and Timor-Leste. The Facility uses loan funding combined with grants to support the development of high priority, quality infrastructure. The AIFFP Support Unit provides services to the AIFFP in facilitating due diligence for these investments. Tetra Tech works on behalf of the Australian Government to deliver these services.

The Opportunities

This expression of interest seeks Procurement candidates – mid/senior level to fill current and upcoming service requirements. The opportunities may be Canberra based or elsewhere in Australia.

Technical competencies:

  • Experience developing, reviewing and completing tender documents
  • Familiarity with Commonwealth of Australia procurement and guideline rules and international procurement standards including World Bank and/or Asian Development Bank
  • Experience undertaking market analysis of potential contractors
  • Providing timely expert advice for procurement issues arising in active infrastructure investments
  • Experience in preparing procurement plans and any related documents
  • Previous experience leading and advising efficient procurement planning and management of resources and finances
  • Managing additional procurement activities including review of a borrower’s procurement systems
  • Informing selection of appropriate procurement method and associated form of contract and developing appropriate particular conditions of contract
  • Demonstrated successful experience working with people of multicultural backgrounds including where English is a second language.

Desirable experience:

  • Demonstrated experience in working on development projects funded by multilateral development banks, or DFAT, in similar operational or country contexts.
  • Experience in developing procurement documents suitable for use in the Pacific or small island developing states
  • Informing selection of appropriate procurement method and associated form of contract and developing appropriate particular conditions of contract
  • Demonstrated successful experience working with people of multicultural backgrounds including where English is a second language
  • Developing strategic approaches to procurement in consideration of AIFFP program and specific project objectives
  • Relevant sectoral experience in undertaking civil works procurements in AIFFP investment sectors
