NIRAS - IP Consult, in association with GFA Consulting Group, is participating in three project tenders in Ethiopia under the Sustainable Training and Education Programme (STEP) financed by GIZ with the implementing partner Ministry of Labour and Skills.

The consortium is looking for an International Team Leader for the consultancy services: "Digitalization of Core Processes and Development of Blended Learning Formats for the TVET System" in the GIZ-funded Sustainable Training and Education Programme (STEP) in Ethiopia.

The opportunity is at the stage of expression of interest in a GIZ tender process.

About the project:

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union, GIZ is implementing the Sustainable Training and Education Programme in Ethiopia. Germany and the European Union are supporting the Ethiopian Government in improving the income and employment situation, especially for young people, through
demand-driven training courses.

The main objective of this assignment, Digitalization of Core Processes and Development of Blended Learning Formats for the TVET System, is to improve the capacities for the implementation of digitalized TVET through the development of three blended learning formats in three supported economic sectors and the digitalization of three core processes of the TVET system.

The sectors relevant for this assignment are automotive, electrotechnology, hotel and tourism, construction, and health.

Tasks of the International Team Leader:

• Overall accountability for the advisory packages of the contractor.
• Ensure the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level.
• Accountability for the design, implementation, monitoring and evaluation of 1) development and use of blended learning in teaching, and 2) digitalized processes in the TVET system in Ethiopia.
• Take cross-cutting themes into consideration (for example gender equality).
• Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting national and international experts.
• Ensure that monitoring procedures are carried out in line with GIZ’s monitoring requirements.
• Regular reporting to the assigned person from GIZ in accordance with deadlines.
• Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ.
• Support the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase.

Qualifications required:
• Education/training: University degree or completed technical vocational training (equivalent to level 6 of the European Qualifications Framework) in management or education • Languages: Knowledge of English (C2) in the Common European Framework of Reference for Languages

Professional experience required:
• General professional experience: 10 years of professional experience in the field of adult education and instructional design • Specific professional experience: 5 years of specific professional experience in digitalized education and the implementation of blended learning or e-learning in TVET, experience in the field of digital transformation processes as well as change management in these processes • Leadership/management experience: 5 years of management/leadership experience as project team leader or manager (including personnel, budget and time) in a company or organization working in the area of digitalization, blended learning, and TVET • Regional experience: 2 years of relevant work experience in Ethiopia • Development cooperation (DC) experience: 2 years of experience in international DC with a focus on e-learning and digitalization projects • Other: 3 years of proven experience/further trainings in change management Please include an up-to-date CV in EU format and/or Development Bank format, ideally as a Word file.
