Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women in Tunisia is currently focusing on three areas – Governance and Women’s Political Participation, Women’ Economic Empowerment and Women Peace and Security, and working with various stakeholders from Government, CSO and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reforms and in political and economic participation processes. Since the 2011 revolution, UN Women Tunisia has supported the integration of equality provisions in the 2014 constitution and parity conditions in electoral laws. These efforts were consolidated during this post-revolution process by the revision of different discriminatory laws, the establishment of a high-level gender issues mechanisms as the “Conseil des Pairs”, the adoption of the National Action Plan on 1325 and the integration of full parity into local elections law. Specifically, the office has supported research on the role of women in the prevention of violent extremism. In addition, since the COVID-19 pandemic, UN Women has supported different stakeholders on the response to the pandemic, from social, health and legal response.
Under the supervision of the Programme Specialist, the Project Manager is responsible for managing the implementation, monitoring and reporting of programmes for the UN Women Tunisia Country Office, including providing technical support to the implementation of the Country Office programme, managing the monitoring and reporting for the Country Office, overseeing and guiding people and budget management for the programme team, building partnerships and providing support in developing resource mobilization strategies, and managing knowledge building efforts.


Duties and Responsibilities

1. Manage the implementation of the Gender and Health Response programme
• Review programme annual work plans to assure compliance with UN Women programme goals and results-based indicators.
• Analyze and ensure alignment of project budgets with logical framework matrices and work plans.
• Manage programme quality control and identification of potential challenges.
• Align programme activities with operations team in close liaison with Operations Manager.
2. Manage technical assistance and capacity development to programme partners
• Manage the implementation of technical advice and guidance. Develop and implement technical tools and initiatives

• Build and manage relationships with National partners to support implementation and expansion of the
programme and respond to any potential problems.
• Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training
and capacity development initiatives of partners.
3. Manage the monitoring and reporting of the programme
• Manage the monitoring of programme implementation and finances using results-based management tools.
• Oversee field mission and review reports on monitoring missions.
• Write quarterly reports and donor reports, focusing on results, outputs and outcomes.
• Contribute to office, Donor and UN Women reports.
4. Manage the people and financial resources of the programme
• Manage the programme budget and draft financial reports.
• Oversee recruitment process, as necessary.
5. Build partnerships and support in developing resource mobilization strategies
• Develop and implement partnerships and resource mobilization strategies.
• Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation,
identification of opportunities for cost sharing.
• Finalize relevant documentation on donors and potential opportunities for resource mobilization.
6. Manage knowledge building efforts
• Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked
to the implementation of the programme and contribute to their dissemination.
7. Contribute to inter-agency coordination to achieve coherence and alignment of UN Women programme with
other partners in the country
• Provide technical support to the Country Representative and Programme Coordinators on interagency
coordination related activities by attending meetings, events and participating in groups and committees as
needed.

• Programme team workplans and budgets are developed and implemented in line with Strategic Note and
Country Office work plans
• Programme team adhere to UN Women’s Rules, Regulations, policies and procedures, using a results-based
management approach
• Programmes are implemented according to workplan and budget
• Regular monitoring of programmes, issues/deviations are raised in a timely manner
• Timely and quality reporting and regular dissemination and sharing of information, including best practices/lessons learned.

Required Skills and Experience

Education and certification:

• Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

• At least 5 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
• Experience in working in gender and health is an asset;
• Experience in setting priorities, budgets, work plans, participating in programme development and programme writing;
• Experience in leading teams effectively is an asset.

Language Requirements:

• Fluency in French and Arabic is required;
• Working knowledge of English is required;
• Working knowledge of another official UN language is an asset.
