NIRAS is looking for a Team Leader candidate for the Improved Service Delivery project for Citizens in Cambodia.

Expert 1:International Team leader based in Phnom Penh, Cambodia

Tasks of the team leader
Providing technical and organizational advice to the ISD project and its partners on the improvement of service delivery in Cambodia with a specific focus on the project’s target provinces.
Supporting and coordinating activities with the technical staff of the ISD project, especially regarding advice on policy reforms and implementation of the decentralization reform.
Overall responsibility for the advisory packages of the contractor.
Management responsibility for Work Package 4 (surveys).
Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national levels.
Design, implementation, monitoring and evaluation of capacity development measures for local partners in the following areas administrative service delivery and water management.
Ensuring that interventions take into account cross-cutting issues such as demands of vulnerable groups(women, youth, minorities, etc.), gender, sustainability and digitalization. Technical contributions to the development of strategic project documents, e.g. Capacity WORK Stools.
The subject of the tender procedure: Long-term international expertise for decentralization in Cambodia & Short-Term Expert Pool Transaction number: Remaining in close contact and establishing regular feedback opportunities with key partners such as line Ministries, training institutes, CSOs and other relevant stakeholders.
Actively managing thematical interfaces with the working areas of ISD and jointly establishing effective and efficient communication and coordination processes.
Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts.
Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ.
Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase2.
Communication, monitoring, reporting and knowledge management. Regular reporting in accordance with deadlines and formats agreed upon with the project.
Providing regular updates to the GIZ team leader and designated technical experts and participation in the respective team meetings.
Ensuring that data collection and monitoring procedures are carried out and data protection requirements are adhered to. Regular review of activities and identification of necessary adjustments which are decided together with the project team. Overall knowledge management of the assignment including fostering knowledge exchange formats between partners, documentation of best practices, and contributions to and participation in GIZ’s knowledge exchange formats.
Providing technical inputs to communication products of the ISD project for contributions to communication products of the GIZ project3.
Project management responsibilities. Management of local expert team including regular visits to target provinces. Identifying the need for short-term assignments and in close collaboration with the GIZ project staff steering the short-term interventions.
Overall responsibility for Work Package 5. Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ.

Qualifications required:
Qualifications of the team leader 1. Education/training: University degree (master’s or equivalent) in public administration, political science, water management 2. Languages: Knowledge of English, C1 (oral & written fluency) in the Common European Framework of Reference for Languages

Professional experience required:
Professional experience required 3. General professional experience: 10 years of professional experience in the decentralisation/public administration reform sector, of which3years outside of South-East-Asia(international context) 4. Specific professional experience: 6 years of professional experience in capacity development for state actors including decision-makers in the field of water management. 5. Leadership/management experience: 5 years of management/leadership experience as a project team leader or manager in a company including proven experience in managing multinational and remote teams 6. Regional experience (2.1.6): 3 years of work experience in South-East Asia
