Project Irrigation for Climate Resilience Project in Uganda, implemented by the Ministry of Water and Environment (MWE-ICRP) and funded by the World Bank

Location: Kabuyanda (Isingiro District) & Matanda (Kanungu District), Uganda

SOFRECO is a French consulting company who provides support to the development worldwide. The services we provide include studies, evaluations, and long-term technical assistances, mainly benefitting to public bodies under financing from multilateral and bilateral institutions.

SOFRECO is recruiting some experts in the frame of two Tenders for the ICRP project: 

  • K1: Agriculture / Team leader
  • K2: Irrigation agronomist
  • K3: Expert in agricultural extension
  • K4: Food security and Nutrition Specialist
  • K5: Sustainable land management Specialist
  • K6: Social development specialist.

Detail of the minimum requirements for each position:

  • K1: Agriculture / Team leader
    • BSc in Agriculture, Horticulture, Agriculture Extension, Agriculture Economics, Agribusiness, Agriculture Land use and Management, Irrigation Engineering or any other closely related discipline;
    • in Natural Sciences an added advantage;
    • A relevant working experience of at least 7 years;
    • At least five (5) years’ experience in consultancy assignments for management, agricultural development, and building capacity of communities/farmers.
  • K2: Irrigation agronomist
    • BSc Degree in Agriculture, Horticulture, Land use and Management or any other closely related discipline;
    • A relevant working experience of at least 7years and previous working and intimate knowledge of the irrigated agronomy in Uganda’s agricultural sector is required;
    • At least five (5) years’ experience in consultancy assignments for building capacity of farmers in irrigated agronomy is required.
  • K3: Expert in agricultural extension
    • BSc Agriculture Extension or any other closely related discipline;
    • A relevant working experience of at least 4 years and previous working and intimate knowledge of providing agriculture extension services;
    • FFS master trainer with at least two years of experience in training and technical backstopping FFS facilitators.
  • K4: Food security and Nutrition Specialist
    • Agriculture, Food Science and Technology, Agriculture Extension, Agriculture Economics, Horticulture, Agribusiness, Agriculture Land use and Management. MSc. Food Security & Community Nutrition or Human Nutrition;
    • A relevant working experience of at least 3 years and previous working and intimate knowledge of the irrigated agronomy in Uganda’s agricultural sector is required;
    • At least five (5) years’ experience in consultancy assignments for building capacity of farmers in irrigated agronomy is required.
  • K5: Sustainable land management Specialist
    • Sc. in Soil Science/Land Management; Natural Resources Management, Land Use Management, Watershed Management, or Ecology;
    • Professional experience/ skills of 5 years in Sustainable Land Management related adaptive research and dissemination /up scaling activities at watershed/community level;
    • Experience in working with Multi-disciplinary teams.
  • K6: Social development specialist.
    • Bachelors’ degree in Agriculture/Sociology/Social Sciences/Social Work and Social Administration Rural Development or Development Studies/with a Master’s degree in Sociology or Social Development;
    • Experience in socio-economic analysis, including gender analysis, community mobilization, social development, local institutional development, and capacity building;
    • Relevant working experience in gender and social risk management;
    • Experience in government or multilateral funding agencies;
    • Demonstrated knowledge of extension systems;
    • Knowledge and experience in gender analysis within the agriculture sector.
  • K7: Agronomist 
    • University Degree in Agriculture, Horticulture, Agriculture Extension, Agriculture Economics, Agribusiness, Agriculture Land use and Management, Irrigation Engineering or any other closely related discipline;
    • Experience in providing Agricultural extension services and in particular Farmer field Schools (FFS);
    • Experience in training farmers.
  • K8: Rural development specialist/ Team Leader
    • Knowledge and experience in the area of business development services (BDS)  market  development  approach  including  value chain development (VCD);
    • Masters’  qualification   in   Agricultural   Economics,   Statistics, Economics or Social Sciences;
    • At least 10 years of professional experience in agricultural development;
    • Experience in carrying out at least three Studies related to Agriculture and Agricultural Value Chains with at least one as the lead consultant.
  • K9: Value Chain Development Specialist
    • Bachelors degree in   Agricultural   Economics, Agriculture Production Chain management, Supply Chain management;
    • At least 5 years of demonstrated experience in value chain development and market access related, and/or analysis/research of agribusiness and/or socio-economic development projects;
    • Practical experience supporting the development of farmers’ and farmers’ enterprises;
    • Demonstrated capacity to work with private sector players (financial institutions, exporters, buyers, traders, transporters, input suppliers or processors);
    • An understanding of climate-smart agriculture principles is preferred;
    • Fluency in at least one of the most spoken local languages in the project implementation area.
  • K10: Agribusiness Development Specialist
    • Master’s  degree      Agricultural      Economics,      Agribusiness Management,  Rural  Development,    or  any  agricultural  related degree obtained from a reputable Institution;
    • Experience working  with  rural  micro-to-small  scale  businesses providing either; business development services, training and/or technical assistance;
    • Experience in  managing  market-led  value  chain  development projects;
    • Working knowledge of project management and budgeting;
    • Experience in projects financed by the World Bank or bilateral or multi-lateral donors;
    • Experience working in the agricultural sector in the Uganda and preferably Coffee, Banana, Vegetables  and  Irish potatoes Value Chains;
    • Demonstrated experience in nurturing public-private partnerships;
    • Must be fluent in at least one of the most spoken local languages in the project implementation area.
  • K11: Market linkages Specialist
    • Bachelor’s degree in International Business, Marketing plus equivalent of Agriculture Production Chain management, Supply Chain management;
    • Experience in working with and capacity building of smallholder, medium and progressive rural farmers;
    • Experience in social research/survey work in a development organization;
    • Ability to work in a team as a good communicator and learner;
    • Must be fluent in at least one of the most spoken local languages in the project implementation area.
  • K12: Institutional Capacity Development Specialist
    • A  Bachelors’   Degree   in   Agriculture   Extension,   Agriculture Economics, Agribusiness, Rural Development, Social Sciences or any other closely related discipline is required;
    • Master degree in the above fields and/or a Post Graduate Diploma in Project Planning and Management is an added advantage;
    • A relevant working experience of at least 7 years and a thorough knowledge of the Tropical agriculture preferably in East Africa;
    • At least five (5) years’ experience in  consultancy assignments for management, community development, and building capacity of communities/farmers.
  • K13: Information and Social Inclusion Specialist (national)
    • Advanced university degree in Management of Development, gender and youth, Social inclusion, human or development geography. Bachelor’s degree in Information management, Information technology or Knowledge management;
    • Experience in, and demonstrated understanding of, poverty analysis, social inclusion (gender equality and women's empowerment, inclusion of youth and indigenous peoples) and improved nutrition issues in rural development initiatives;
    • Excellent communications and presentation skills;
    • Must be fluent in at least one of the most spoken local languages in the project implementation area.
  • K14: Financial Management Specialist
    • A Bachelors’   degree   in   Finance,   Commerce,   Accounting, Economics or related field;
    • Post-graduate qualification is an added advantage;
    • Relevant working experience in financial literacy, savings and credit management and book keeping;
    • Specific experience in guiding the formation and management of VSLA/SACCOs is an added advantage;
    • Ability to analyze market trends and strong analytical skills with an attention to detail;
    • Experience in presenting  and  explaining  investment  information and financial plans.
