Identification study on EU Support towards the Rising Lakes and the Climate Change Directorate in the Ministry of Environment & Forestry

Objectives

·        The global objective of this study is to identify and formulate a new EU programme (“Action”) to support Climate Change mitigation and adaptation in Kenya, more specifically through environmental protection of the watershed area(s) of some of the Rift Valley “Rising Lakes”, and through technical policy assistance to the Climate Change Directorate (CCD) in the Ministry of Environment and Forestry (MEF).

·        The proposed Action “EU Support to the Rising Lakes and the Climate Change Directorate” (“the #RisingLakes Action”) should directly contribute to both the MIP objectives, and Kenyan government objectives as stated in the NDC and other national policy documents. In addition, all EU funded actions must promote the cross-cutting objectives of the EU: environment and climate change, rights based approaches, inclusion of persons with disability, indigenous peoples rights and gender equality. Where possible, the Action should build on complementary EU and EU Member State investments.

·        This identification study is to be divided into three phases, of which phase 2 and 3 can be concurrent if timing allows:

1.     Identification of intervention areas and of indicative activities

2.     Preparation of the internal approval documents for the EU Decision Process: the draft SSC fiche and draft Action Document should be prepared with due respect of EU procedures and internal deadlines (likely to be December 2022 and February 2023, respectively). These documents will inter alia need to propose the best implementing modalities within possible EU procedures.

3.     Hotspot mapping, to pinpoint specific geographic areas which severely degraded and are sources of sediments, where the activities for intervention could be geographically targeted. This step can only be done after the targeted watershed area/s (phase 1) is/are agreed with the Kenyan Government- Ministry of Environment and Forestry (MEF) and can be done in parallel to or soon after the Action Document formulation (phase 2).

Experts profile

·        Proven academic qualification in geosciences/ informatics, ecosystem services, eco-agriculture, animal production, natural resource management, socio-economics, development studies, or related fields, at master’s degree level or at least 5 years of professional experiences (above the general professional experience below) in the field of geosciences/informatics, ecosystem services, eco-agriculture, animal production, natural resource management, socio-economics or development studies.

·        A minimum of 12 years of professional experience, including inter alia experience in remote sensing and geographic information system (GIS). - Proven knowledge of and experience in GIS mapping and modelling software. - Proven knowledge of and experience hydrologic modelling, land degradation assessments, land tenure profiles and mapping.

·        Recent (past five years) experience in hotspot mapping in East Africa will be an advantage. - Good relations with and knowledge of Government of Kenya ministries and lead institutions like NEMA, Climate Change Directorate among others.
