Background
Financed by Green Climate Fund (GCF) this project will support the Government of Azerbaijan to facilitate the development of the National Adaptation Plan (NAP) and improve climate change adaptation (CCA) actions in three priority sectors identified by the Ministry of Ecology and Natural Resources (MENR) of the Republic of Azerbaijan through stakeholder consultations: water, agriculture and coastal areas.
The NAP readiness support objective is to increase capacity on climate resilience and adaptation in those three sectors through the implementation of actions and activities that will reduce or eliminate barriers for an effective adaptation process at both the national and local levels.
Duties and Responsibilities
SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK
In the scope of the project, the UNDP Country Office in Azerbaijan will contract the services of International Consultant on Climate Change data management and architecture. Based on the assignment, the consultant will support Project team to improve data sharing and data access processes among the relavant government agnecies, private sectors and local communities. In addition, The selected consultant in collaboration with experts will help to develop Institutional Framework for climate change data architecture
S/he will work closely with the project national consultants, under overall supervision of the National Project Manager.
Duties and Responsibilities
Specifically his/her responsibilities will include but are not limited to the following:
Mapping all key stakeholders to be involved in the knowledge management process and identify all relevant providers and end-users of climate change adaptation related data.
Review the existing institutional arrangements for climate change data management and sharing in Azerbaijan with a view of identifying gaps;
Chart the climate change data management and sharing flow in Azerbaijan based on interviews with the relevant stakeholders and literature review;
Prepare guidance document for improved climate change data collection, management and sharing in Azerbaijan;
Present the guidance document to key national stakeholders and validate the new architecture.
Conceptualize the back-end of the electronic portal for climate change data management and sharing;
In coordination with the Project team prepare hierarchical set-up, access levels, external user registration process, and application roles for users of the electronic portal;
Design the concept for collaboration among future users of the electronic portal through interactive features such as conversation, forum and electronic tickets for troubleshooting IT related solutions
Guide the work of the IT company on the types of content to be generated/uploaded to the electronic portal
Define Graphical User Interface Requirements (GUIR) for the electronic portal in coordination with the Project team
Coordinate PMU’s work with the IT company who will design and deliver the electronic portal by reviewing the quality of deliverables and attending technical discussions representing the project during the design phase of the electronic portal;
Prepare a list of manuals and their generic content for further development of the IT company who will design and deliver the electronic portal;
Provide quality control and security assessment of the electronic portal before hand-over from the IT company;
Design a sustainability strategy for the integration of the electronic portal into existing information system managed by Ministry of Ecology and Natural Resources or other relevant agencies.
Participate in the workshop on CC data sharing and portal management
Integrate all stakeholders’ recommendations into the final version of the documents.
Provide necessary support on the development of the Online Climate Change Development Platform

Location: Home-based
Travel: No travel assigments are envisaged under this contract. However, if there will a need to conduct a country visit, the costs will be covered separately.
Reporting:
S/he will be reporting to the National Project Manager. The consultant must ensure timely fulfillment of his/her assisting and support actions, including reporting, thus making timely and sufficient contribution to the timely preparation and submission of the project implementation and procurement plan as well. The consultant should closely collaborate with the National Project Manager and Company staff to be hired to develop online climate change portal in order to complete the above-mentioned deliverables with high quality. The language of the report should be discussed with the National Coordinator priorly after finalizing the contracting process and shall be submitted in English.
Competencies
REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
An advanced degree (Master’s or equivalent) in climate change adaptation, Data management, Information Technologies management particularly in the field of environment, or other related areas.
5 years of work experience in Climate Data management and analysis, Climate Change Strategy Development
Demonstrated knowledge and skills in data management and data quality principles and methodologies and/or environmental information systems
At least 3 years previous experience in the data management and climate change related projects
Excellent written and oral communication skills in English are essential for this position;

FINANCIAL PROPOSAL
Contract Payment:
Lump sum contracts
The payments will be made in accordance with the deliverables in the attached TOR. In the financial proposals, candidates should show the total amount expected for this work. The payment will be done due to the following schedule:
Advance Payment -10%
1st installment - 20% of the total amount upon completion of deliverable #1;
2nd installment - 15 % of the total amount upon completion of deliverable #2;
3rd installment - 20 % of the total amount upon completion of deliverable #3;
4th installment - 15 % of the total amount upon completion of deliverable #4;
5th installment - 15 % of the total amount upon completion of deliverable #5;
6th installment - 5 % of the total amount upon completion of deliverable #6;
EVALUATION
Experts will be evaluated based on the following methodologies:
Cumulative evaluation that takes into account both financial offer and the technical expertise of the potential candidates being reviewed and compared. The Price Component will be reviewed only for those individuals whose Technical Component meets the requirements for the assignment. The total number of points which individual may obtain for both components is 100.
A two-stage procedure will be utilized in evaluating the proposals, with evaluation of the technical component being completed prior to any price component
The technical component, which has a total possible value of 70 points, will be evaluated using the following criteria:
International will be hired if he or she meets the following requirements:
· An advanced degree (Master’s or equivalent) in climate change adaptation, Data management, Information Technologies management particularly in the field of environment, or other related areas – 15
· 5 years of work experience in Climate Data management and analysis, Climate Change Strategy Development, government data management processing – 20
· At least 3 years previous international experience in the data management and climate change related projects- 15
· Approach to work - 20
If the substantive presentation of a technical proposal achieves the minimum of 49 points, the competitiveness of the offered consultancy expenses will be taken into account in the following manner:
The total amount of points for the fees component is 30. The maximum number of points shall be allotted to the lowest fees proposed that is compared among those invited individuals which obtain the threshold points in the evaluation of the technical proposal. All other proposals shall receive points in inverse proportion to the lowest fees; e.g;
[30 Points] x [US$ lowest]/[US$ other] = points for other proposer’s fees
MONITORING
The monitoring of fulfillment of the assignment by the consultant will be conducted by the Project Manager.
