Background

As the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), UN Women’s vision is of a world in which women and men have equal opportunities and capacities, where women are empowered and where principles of gender equality are firmly embedded in all efforts to advance development, peace and security. In Ethiopia, UN Women works in the thematic area of Women in Leadership and governance with the aim to contribute to the overall goal of increasing the effective participation and representation of women in leadership in Ethiopia. Since 2017, UN Women have been collaborating with Amhara Bureau of Women, Children and Social Affairs (BoWCSA) to increase women’s effective participation and equal representation in leadership by employing multipronged strategies. Capacity development programme on Transformative Leadership for Gender Equality for women leaders at various level coupled with mentorship support and promoting dialogue and awareness on the thematic area among various community members (women, young men and women, political party leaders, officials etc) and facilitating community dialogues at grass root level are among the main strategies that have been employed to meet the goal of promoting women’s leadership in the region.

In 2019 UN Women in collaboration with Amhara BoWCSA and Bahir Dar University (BDU) supported the institutionalization of a Transformative Leadership for Gender Equality Training Program (TLGE) in Bahir Dar University based on a Bahir Dar University Senate endorsed Curriculum. Currently, an effort to expand courses that will be provided under the TLGE program is underway where a Curriculum Development Committee for a Women’s Political Leadership program is set up. UN Women is therefore looking to hire an international consultant(s) with an extensive experience on capacity building on curriculum and training material development and to technically support Bahirdar University Curriculum Development Committee on Women Political Empowerment in developing a Training Material on Women’s Political Leadership.


Duties and Responsibilities

The main task under the consultancy will be to facilitate 5 days curriculum development and training module preparation training with a practical session of reviewing an already drafted curriculum on the thematic area. The consultant is also expected to technically support the Curriculum Development Committee in developing a Training Material on Women’s Political Leadership. Accordingly, Under the direct supervision of UN Women Ethiopia Country Office and Amhara BoWCSA and in collaboration with the Curriculum Development Committee, the consultant (s) will undertake the following tasks:

Update the inception report/technical proposal and timeline that was submitted during the application based on input from UN Women.
Develop Training Package (Agenda, PPT, exercises.. etc) on curriculum and training manual development on Women Political Leadership.
Facilitate a 5 day Training on Curriculum and Training Material Development on Women’s political Leadership;
Review draft curricula documents, identify areas that need updating/rewriting /reviewing/enriching and develop a report capturing proposed improvements with concrete suggestions for revision;
Provide technical support and advisory for Bahir Dar University Curriculum Development Committee on the development and finalization of a curriculum and training material on Women’s Political Leadership;
Facilitate sessions required to validate Curriculum and training materials after final draft is endorsed by UN Women, Amhara BoWCSA and Bahir Dar University Curriculum Development Committee.

Required Skills and Experience

Education

Master’s degree in relevant area of expertise with additional qualifications in Gender, Law, Leadership or Political Science

Experience and skills

A proven track record of more than 10 years in designing, developing and reviewing curricula and training materials related to the thematic area;
Demonstrated ability of providing curriculum development training for adult learners;
A proven track record working on political empowerment of women particularly in development of capacity building materials;
Proven knowledge of training techniques and tools, and training facilitation skills.
Experience working with training institutions particularly those established to empower women in leadership;
Ability to establish and maintain productive relationships with partners and other stakeholders and willingness to go beyond the required parameters to ensure quality product;
Demonstrated ability to produce well written, well organized and structured as well as high-quality reports is essential.
Prior experience in working with the UN agencies will be an advantage

Language and other skills:

Excellent knowledge of written and oral communication in English
Computer skills: full command of Microsoft applications (word, excel, PowerPoint)
