Description

DRS is looking for one international expert, Monitoring, Evaluation and Impact Assessment Specialist, to support with the research design of a Pilot on impact assessment of Active Labour Market Policies in the Republic of Moldova. The aim of this assignment is to support the LMO in the preparation of methodology for impact assessment of one selected ALMP measure/service, which would allow the LMO to implement a pilot exercise, respecting staff and financial possibilities of the observatory. It is assumed that the LMO would use this pilot to integrate impact assessment as a regular part of their activities to support the policy process by systematically accumulating evidence about the effects of ALMPs.

The main objectives of this activity are:

  • To prepare a methodology in cooperation with the LMO for the implementation of (pilot) impact assessment of a selected ALMP measure/service
  • To build capacities of the LMO in designing, implementation and analysis for impact assessment

The Expert profile should cover:

  • Education at least up to Masters’s Degree level or equivalent;
  • At least 10 years of relevant professional experience of which at least 7 years related to the thematic area in the request for services.
  • Very good knowledge and between 5 and 10 years and experience in monitoring, evaluation and impact assessment, including hands-on experience in design, implementation and analysis of impact assessment assignments.
  • Demonstrated experience – through reports and/or projects – in conducting econometric analysis (as part of impact evaluations), with a focus on experimental or quasi-experimental approaches.  
  • Proven work experience and knowledge of public policies, in particular labour market policies, in the Republic of Moldova (proven by reports and projects).
  • Very good presentation and facilitation skills proved by the list of workshops and training in which the expert acted as a speaker, facilitator or trainer.  
  • Very good drafting skills proved by the list of reports/publications related to the topic of the assignment. 
  • Good organisational skills
  • Excellent knowledge of English (at C1 level).
