Background
Emerging and future digital technologies and the opportunities they offer will profoundly improve the lives of those furthest behind. Recognizing this potential, the United Nations Development Programme (UNDP) has launched an organization-wide digital transformation that will splice digital into its DNA—harnessing its potential to do good for more people, better and faster. UNDP’s 2019-2021 Digital Strategy has created a new UNDP Digital Unit, charged with leading the next wave of innovation in sustainable development.
UNDP Digital Strategy 2022 – 2025 aims to support our partner countries to unlock the power of digital to tackle these pressing issues. The strategy lays out UNDP’s ambition to use a rights-based approach to digital technologies to improve our development results and help build inclusive digital ecosystems globally that leave no one behind. These aims are supported by the transformation of our internal and operational systems and the building of an agile, digitally capable workforce.
Duties and Responsibilities

The Consultant will support UNDP Chief Digital Office in the following key areas of work:
Project support for the UNGA 77th side-event on digital public infrastructure. The consultant is expected to carry out the following activities:
1. Attendee/speaker onboarding and communication
Prepare speaker invitation letters and incorporate partner inputs
Liaise with UNDP country offices on distributing invitation letters, ensuring timely sending to invitees
Track confirmation status of key attendees and follow up with their teams and UNDP COs as appropriate
2. Support event design and framing
Support the framing of the event including alignment of key messages
Integrate partner inputs on key documents such as event concept notes
Lead on the development and alignment of the agenda
Support development of talking points and speaker briefs
3. Lead alignment with key partners from foundations, donor governments and the United Nations
Prepare weekly coordination calls with core team, including tracking and sending out action items
Prepare and manage recurring coordination calls with all co-hosts, including tracking and sending out action items
Identify and manage event risks
Develop and track event project plan
4. Post-event organization and follow-up
Manage follow-ups with speakers/attendees
Develop documentation as required
Support the Chief Digital office on technical assistance coordination of countries. Specific responsibilities include:
Provide targeted support to countries seeking DPGA membership and other related activities for capacity building
Design UNDP's digital transformation support process, service architecture and project management tools.
Support the Chief Digital office in partner engagement, including funders. Specific responsibilities include:
Organize co-creation sessions on key areas of inclusive digital transformation, focused on DPIs
Support concept development process.

Required Skills and Experience
I. Academic Qualifications:
Bachelors degree in fields related to Public Policy, Business, Science, Development, Communications, or equivalent
II. Years of experience:
Minimum two years of relevant experience in a management consulting or industry, Non Profit role with digital and/or innovation exposure
Experience in the private sector or Non-profit technology companies
Experience in organisational change management and management frameworks
III. Language:
Fluent in English

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.
The financial proposal shall specify a total lump sum amount and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager
The financial proposal shall specify a total lump sum amount and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager.
The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including the total lumpsum amount; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
This consultancy is a home-based assignment. Therefore, there is no envisaged travel cost to join duty station/repatriation travel.
In the case of unforeseeable travel requested by UNDP, payment of travel costs, including tickets, lodging and terminal expenses, should be agreed upon, between UNDP and the Individual Consultant, before travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel in a higher class, he/she should do so using their own resources.
The Consultant will be given access to relevant information necessary for the execution of the tasks under this assignment;
The Consultant will be responsible for providing her/his workstation (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection;
If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates
Evaluation process
Applicants are reviewed based on the Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.? Applicants will be evaluated based on cumulative scoring.? When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
Being responsive/compliant/acceptable; and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation, where technical criteria weigh 70%, and Financial criteria/ Proposal weighs 30%.
Technical evaluation - Total 70% (70 points):
Criteria 1. Minimum two years of experience in Digital /emerging technologies Maximum Points: 40.
Criteria 2. Understanding international organizations functioning, including processes, planning, and procedures.Maximum Points: 10.
Criteria 3. Experience in development research, drafting and designing documents or similar documents in related fields with international organizations Maximum Points: 20.
Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.
Financial?evaluation - Total 30% (30 points)
The following formula will be used to evaluate the financial proposal:

µ = price of the lowest priced proposal
z = price of the proposal being evaluated
Contract Award
Candidates obtaining the highest combined scores of Technical and financial evaluation score will be considered technically qualified and offered to enter into a contract with UNDP.
Payment modality
Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager.
