We are looking for a new colleague at ADE’s Impact Department to start in October 2022

ADE is one of Europe’s leading public policy evaluation companies. We are based in Louvain-la-Neuve, near Brussels, Belgium. We work for major clients such as the European Union, EU Member States’ aid agencies, the European Investment Bank, the African Development Bank, and United Nations agencies.

The Impact department focuses on impact evaluations using rigorous mixed-methods approach, from evaluation design, data collection and analysis to visualization and policy briefs.

Working at the edge of research and consultancy, we provide a relevant and realistic design for each situation to measure changes and to assess attribution/contribution. We implement experimental, quasi-experimental design, but also make use of more qualitative approaches such as contribution analysis, qualitative comparative analysis, etc.

  • EIB - Impact of gender mainstreaming in water infrastructure project in Madagascar (2021-2023)
  • IDH - Impact of Farmfit Africa programme aiming to develop smallholder inclusive business models and transform the market (2020-2022)
  • Aprojumap/ADA-DGD - Impact evaluation of intervention

targeting vulnerable households through agricultural, livestock, food security in rural Rwanda (2018-2021)

  • APEFE-DGD - Impact evaluation of a women Entrepreneurship programme in Morocco (2018-2021)
  • WFP - Assessment of the use of technology in constrained environments (2021)
  • EU - Forest Law Enforcement Governance and Trade (FLEGT) Action Plan Monitoring & Evaluation system and Voluntary Partnership Agreements (VPA) impact studies in Ghana, Cameroon, Indonesia, Guyana, Honduras, Côte d’Ivoire and the Republic of Congo (2018-2022)

MAIN RESPONSIBILITIES

  • Participation in impact evaluation projects conducted by ADE, more specifically:
    • Input in the methodological design of impact evaluation
    • Preparation of data collection tools using survey software and other appropriate tools
    • Managing, coordinating and supervising global, regional and/or in-country data collection
    • Primary and secondary data compilation, handling and processing
    • Quantitative and qualitative research, analysis and synthesis (using Stata, R, Python, PowerBI, Nvivo, Excel etc.)
    • Participating in report/policy brief drafting of findings, lessons learned and visualization for presentations to clients
    • Participate in the formulation of evidence-based policy, strategic and operational recommendations, and various dialogues with key stakeholders on these
    • Coordinating and/or supporting the preparation of proposals to answer project tenders
    • Project management of specific projects (budget and human resources management etc.)
  • Contributing to other ADE activities, including, but not limited to business development, networking, knowledge dissemination etc.

MAIN SKILLS REQUIRED

  • At least a Master’s university degree, preferably in Economics, Data Science, Engineering, Public Policy, International Development
  • Minimum two years of relevant experience
  • Solid skills in quantitative and qualitative data analysis
  • Knowledge of RCT and other impact evaluation designs
  • Analytical skills, critical thinking and attention to detail
  • Solid communication and writing skills – ability to synthesise and report information in a clear and accurate way, respecting quality expectations
  • Be proactive, self-motivated and problem-solving oriented
  • Time management skills
  • Ability to work autonomously, interpersonal skills and ability to work in teams
  • Good command of the main computer software packages (Word, PowerPoint, and Excel) and statistical and other programming languages (e.g., Stata, R, PowerBI, Python etc.).
  • Excellent level of written and spoken English, at least basic knowledge of French.

WOULD BE AN ASSET

  • Knowledge of data collection tools (using ODK, such as Kobotoolbox and SurveyCTO), geospatial and satellite data analysis (using QGIS or ArcGIS), text mining and machine learning methods (using Python), and programming (using Python or VBA)
  • Experience in impact evaluation and/or evaluation of public policies
  • Experience in data collection in the field (including coordinating, managing and supervising quantitative and qualitative data collection)
  • Experience in preparing proposals for public tenders
  • Knowledge and understanding of development cooperation or humanitarian aid
  • Strong knowledge of other languages, notably French, Spanish, Arabic, etc.
