• General description of the position: The preparation of the draft and final Annual Action Plan documents and its annexes defining the programme based on the documentation prepared by the TVET expert (Action Documents (AD)), Technical and Administrative Provisions (TAPS).The implementation modalities for the identified programme should highlight the activities and resources, the institutional mechanisms for implementation indicating the responsibilities of the various actors in the different phases of the action
• Expert category: Cat. II (>6 years of experience)
• Qualifications and skills required: Education at least Master’s degree preferably in development administration, development studies, international politics, economics or any other field related to the assignment
• General professional experience: At least six (6) years’ work experience in the sector related to the lot
• Specific professional experience: Successfully completed minimum 2 EDF or EU Budget-funded assignment, as team leader Successfully completed at least 3 assignments/projects in the preparation of EU-funded programmes including identification, formulation, design, implementation and/or evaluation in the past 6 years. An assignment using the new NDICI regulations would be an advantage Experience in Sub-Saharan Africa would be considered as an advantage Project experience of facilitating and linking EU funding with other funding sources (e.g. IFI/Private) to finance and implement projects would be an advantage
• Language skills: Proven excellent oral and written communication, analytical, presentation and report writing skills in English
• Minimum number of working days: 60 days
