About the Job
Connexus is seeking a Chief of Party (COP) for the anticipated USAID Localize Global Health Security (LGHS) Activity. USAID has designated this as a small business set-aside opportunity, for which Connexus is well placed given its positive experience as a USAID prime contractor and successful experience in managing large international grant competitions and attracting private sector co-investment. The purpose of LGHS is to work with local entities to address prioritized critical health security gaps at the sub-national level. The COP will be responsible for the overall management of the project, ensuring quality control and appropriateness of activities to: addressing critical gaps in health security through grants and technical assistance; strengthening the organizational capacity of local entities to manage health security interventions; and expanding the global knowledge base on approaches and best practices for local entities conducting global health security interventions.
Tasks and Responsibilities
- Provide overall leadership of the project, including technical activity oversight, staff supervision, partner relationship management, and monitoring and evaluation.
- Lead overall technical strategy for integrating the project’s technical components and ensuring that all work plan benchmarks are met.
- Serve as primary liaison between and among relevant US Government agencies including USAID, HHS and USCDC, USAID Washington, USAID Missions, host country governments and relevant ministries, international health organizations, and other project stakeholders.
- Develop strategic partnerships with other Global Health Security projects and relevant stakeholders as noted above to achieve program objectives and support the Global Health Security Agenda.
- Ensure process and procedures for LGHS’ grants management program, including grants evaluation, award, and administration, are put in place and followed in line with project plans. Ensure process and procedures for LGHS’ technical assistance and capacity building program, directed to grant recipients, are similarly in place.
- Ensure capacity to rapidly mobilize technical assistance as needed.
- Serve as primary liaison between project staff and home office management, ensuring clear communications and consistent expectations across all parties.
- Ensure adherence to overall contract and subcontracting compliance, reporting, security policies, and results.
- Oversee participatory planning process to produce project deliverables and develop annual workplans, quarterly reviews, and updates to achieve targets and objectives.
- Oversee development and conduct of Monitoring and Evaluation Plan and provide timely reporting to USAID.
Qualifications
- Master’s degree or PhD in public health, health administration, or international development.
- At least 10 years of relevant experience, including at least five working in developing countries in Sub-Saharan Africa or Asia, and at least five years of experience serving as a Chief of Party of a similarly complex USAID-funded program
- Demonstrated ability to work collaboratively with high level institutional and global stakeholders, including host country governments ministries, non-governmental organizations, and international organizations.
- Demonstrated understanding of USAID requirements, including for program and cost compliance, M&E, knowledge management, branding and reporting.
- Strong writing and strategic thinking skills, and ability to manage complex and diverse technical needs.
- Preferably, experience with the International Health Regulations (IHR), Global Health Security Agenda (GHSA), and the Joint External Evaluation process (JEE).
- Preferably, experience with social behavior change including risk communication, diagnostic and laboratory systems, zoonotic disease, infectious disease prevention and control, and antimicrobial resistance.
- Fluency in English including excellent written communication skills in English.
- Preferably, fluency in French.
