About the Job

Connexus is seeking a Monitoring, Evaluation, and Learning (MEL) Director for the anticipated USAID Localize Global Health Security (LGHS) Activity. USAID has designated this as a small business set-aside opportunity, for which Connexus is well placed given its positive experience as a USAID prime contractor and successful experience in managing large international grant competitions and attracting private sector co-investment. The purpose of LGHS is to work with local entities in select African and Asian countries to address prioritized critical health security gaps at the sub-national level. The MEL Director will provide technical leadership for all MEL-related activities and oversee the activities of MEL Specialists.

Tasks and Responsibilities

  • Deliver high quality MEL products for the project as required by USAID.
  • Set up initial MEL systems, coordinating with partners to ensure that MEL activities are designed within the LGHS framework, and that they allow LGHS to gather all necessary data and information.
  • Lead MEL team to develop a logic model and M&E plans, develop and maintain performance indicator reference sheets, and collect and review monitoring data on a routine basis.
  • Analyze the effectiveness of the LGHS approach toward improving local health security capacity.
  • Work with the LGHS management team to create a comprehensive capacity-building strategy for the LGHS grantees, collaborate with the MEL team to operationalize this strategy across grantees, and track progress in relation to key capacity building criteria.
  • Provide guidance and oversight of quality assurance processes for data collection, analysis, and use to ensure that grantees can submit high-quality reporting and data products to meet USAID contracting requirements.
  • Track lessons learned and draft impact reports to share results with partners and donors.
  • Coordinate and participate in any independent evaluations by external auditors.

Qualifications

  • Master’s degree in public health, international development, business administration, finance, social sciences, or related field with at least 10 years of relevant expertise in MEL on USAID or other donor-funded projects.
  • Experience designing and overseeing MEL data collection and reporting.
  • Ability to conduct both quantitative and qualitative data collection and methodologies and monitoring analysis.
  • Ability to implement, operationalize, and manage information collection and assessment systems.
  • Ability to create and manage information databases using appropriate software applications.
  • Ability to work collaboratively with institutional and private sector partners and stakeholders, including national governments.
  • Superior organizational skills and attention to detail.
  • Excellent written communication skills, including ability to produce high-quality project reports.
  • Strong understanding of USAID’s approach to MEL.
  • Fluency in English including excellent written communication skills; preferably, fluency in French.
