Project description:

The objective of the ETF work on System Change and Lifelong Learning is to support partner countries in the design and realisation of system change for inclusive and flexible lifelong learning systems, which enable people to develop the skills, competences, knowledge, and attitudes necessary to find employment, realise their potential, contribute to the societies they live in irrespective of where they come from, and stay resilient in times of technological, socio-economic and demographic transformation.

The objective of the requested service is to support ETF in implementing the reviews of LLL policies in selected countries. The overarching goal of the country policy reviews is twofold: to explain the monitoring results (Level 1) and provide guidance for timely policy actions in support of system change for lifelong learning in areas of importance to partner countries (see examples of these thematic areas in the matrix below and for further details please consult the attached working paper Torino Process Reviews of policies for LLL: Scope and key thematic areas, Samples of guiding questions , Selected good EU practices)

The reviews of policies for LLL process are designed to be participatory and carried out on-demand. This means that they are a voluntary exercise implemented in close cooperation with ETF partner countries through site visits, consultations, and other formats of dialogue and policy co-creation. Over the years, the TRP has demonstrated that the joint work of national and international counterparts can deliver insights and policy recommendations that are relevant, accepted and in line with latest international developments in areas of relevance to VET reform. This participatory approach leans on the following principals: Clarity of scope and purpose agreed with the country, representativeness and inclusiveness of stakeholders, and systemic perspective.

Job description:

1. Desk research: compilation of relevant publications on LLL and related issues and policies in the country.
2. Organisation and participation to 1 site visit of 4 days to conduct face-to-face meetings/interviews with relevant stakeholders and support.
3. Under the supervision of the international expert, production of a national policy review report as inputs to be consolidated and finalised by the international expert .
4.Preparation and participation to a dissemination event (organised by the ETF).

Qualifications:
  • At least 10 years of professional experience on education and training with hands on experience in the country
  • In-country knowledge on one or a selection of the thematic areas
  • Very good knowledge of education and training systems in the country, as well as their LLL frameworks and practices
  • Good experience in carrying out these kinds of assignments, and carrying out similar analysis
  • French C2, English B2
  • Asset: Knowledge of the education and training systems in the Southern and Eastern Mediterranean and/or of EU member states Arabic
