Trainer – Senior Non-Key Expert – OPSYS

The project: OPSYS

OPSYS is the information system used by the European Commission (EC) in the area of External Actions. The project aims to support a new and more collaborative way of working that involves EU staff, economic operators, and grant beneficiaries in the management of the EU External Relations portfolio of interventions under the shared governance of INTPA, NEAR, FPI, DIGIT and RTD. Three tracks have been created within the OPSYS programme: (1) Results and monitoring (2) Procurement, calls for proposals and contract management (3) Programming, actions, and Commission financing decisions. These tracks are also linked by several horizontal dimensions (business architecture, UX, migration, change management, etc.).

The project core team includes key experts (KEs) who, with the support of non-key experts, serve the purposes of this contract set as follows:

  • Purpose 1: Provide support to the business owner (system owner) in areas covered by the OPSYS programme and in line with the Commission PM2 standards for: o business management in terms of inter alia requirements, tests, process management, o programme management, o change management, o provision of ad hoc long term and short term expertise
  • Purpose 2: Provide support to the IT supplier from a business point of view, specifically in terms of expertise in the areas of user experience, data migration or quality assurance

Main tasks will include:

  • To provide demand-driven training and capacity building activities to end users of OPSYS;
  • Organisation and delivery of classroom and virtual trainings, webinars and presentations;
  • Conduct specific assessment of training areas, where required, for end users of OPSYS;
  • Contribution to the implementation of the IT Training Plan from Planning to Delivery, including training evaluation and reporting;
  • EU Learn Course coordination;
  • Draw up training contents;
  • Creation, update and editing of training materials for classroom & virtual trainings in close cooperation with business management teams;
  • Contribution to user engagement, user demands follow-up and provide guidance to users in order to facilitate the effective use of OPSYS in their daily work;
  • Estimate timescales and resource requirements for the successful completion of the trainings and user support sessions;
  • Monitor timescales and resources used in training activities, and take action where these deviate from agreed tolerances;
  • Participate in functional working groups and progress meetings;
  • Participate in coordination and project management meetings.

Requirements:

  • Level of education corresponding to Level 7 of the European Qualifications Framework (typically corresponds to a master’s level or 5 years of higher education);
  • Excellent communication skills and writing skills in English and French (Spanish would be an asset);
  • Ability to participate in multi-lingual meetings, and to apply high quality standards to all tasks related to training and coaching;
  • Capability of working in an international/multi-cultural environment, rapid self-starting skills;
  • Experience in working in a team, understanding the needs, objectives and constraints of those in other disciplines and functions;
  • Team spirit, and service oriented mind-set.

General professional experience:

  • The expert should have at least 8 years of relevant professional experience;
  • Proven experience in training and coaching;
  • Experience in the management of e-learning projects;
  • Good knowledge of learning management systems, e-learning authoring tools, and virtual classroom tools;
  • Knowledge of EC Business-related procedures, especially in the International Cooperation and Development field would an asset.

Specific professional experience:

  • Experience in change management, in relation to the introduction of new Information Systems to end users would be an asset;
  • Great experience in creating and providing presentations in English, French;
  • Knowledge of the Programme & Project Cycle Management methodology (PPCM) and/or Grant Management Suite EC system (SYGMA/COMPASS) would be an asset;
  • Knowledge of EC operational systems, especially in the International Cooperation and Development field (CRIS, e-Calls PROSPECT, ROM, EAMR, Dashboards) would be an asset;
  • Knowledge Jira and Confluence would be an asset.
  • High level of MS Excel use, including developing macros; Excel VBA knowledge are an asset.

Location of assignment: Belgium. Consultant’s place of residence (home) or the Contractor’s premises as long as they are located within an operational distance of maximum 2h from the Commission’s premises (near-site).
