Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women South Africa Multi-Country Office (SAMCO) is based in Pretoria, South Africa and serves five countries: South Africa, Botswana, Lesotho, Namibia and Eswatini.

UN Women South Africa is implementing a flagship programme on Stimulating Equal Opportunities for Women Entrepreneurs through Affirmative Procurement, Investment and Supply Chain Policies. The programme seeks to improve women’s access to public and private procurement of goods and services in general, linking women through the value chain.

Based on human rights principles, and through a data-driven process of consultation with international feminist groups, grassroots activist organizations, governments and other partners, one of the selected themes of the Generation Equality Action Coalitions linked to the Generation Equality Forum (that kicked off in Mexico City in March and culminated in Paris on 2 July 2021), was Economic Justice and Rights, led by South Africa.

UN Women SAMCO is working with the Presidency and other key government stakeholders. Following the pronouncement by President Ramaphosa for the public sector to implement the 40% preferential procurement for women owned enterprises. For this purposes, UN Women is required to increase and strengthen technical backstopping capacity to assist in developing systematic tools and mechanisms to enhance the implementation of this initiative.

Objectives of the assignment:

The consultant will provide programme management support and implementation to the Generation Equality Project on Economic Justice and Rights supporting the Republic of South Africa.

Scope of Work:

The consultant will be responsible for the planning, implementing, and managing UN Women interventions under their portfolio. He/she will focus on strengthening UN Women’s technical capacity and support to the Preferential Procurement Initiative working in close collaboration with the programme and operations team, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation.


Duties and Responsibilities

Day to Day programme management to ensure delivery and execution.
Develop and produce for approval a South Africa Prodoc for the Generation Equality Work on Economic Justice and Rights.
Produce progress and financial reports for both UN Women and the Donor.
Liaise with key partners and stakeholders on the programme implementation and outputs.

Deliverables:

Approved South Africa Prodoc on the Generation Equality Work on Economic Justice Rights.
Final draft narrative progress reports.
Technical guidance and support to programme consulatnts.
Technical guidance on the development of RFQ for digital IDs.
Day to day tracking delivery and outstanding activities.

Required Skills and Experience

Education:

Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
A project/programme management certification would be an added advantage.

Experience:

At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
Technical experience related to implementation of the Generation Equality Campaign commitments;
Experience coordinating and liaising with government agencies and/or donors is an asset;
Experience working in the UN System is an asset;
Experience in leading/managing a team is an asset.

Language Requirements:

Fluency in oral and written English is required;
Working knowledge of another official UN language is an asset.
