Description

Title: Final evaluation – Collaboration in Cross-Border Areas of the Horn of Africa

Qualifications and skills required for the team shall cover the following:

  • Experience in programme/project evaluation, with a particular focus on evaluation of projects in the fields of peace-building and conflict resolution, dryland agriculture systems, pastoralism and agro-pastoralism, as well as agricultural economics, small-scale business, climate change adaptation and natural resources management
  • Proven knowledge of international and regional frameworks and policy commitments relating to the Horn of Africa and the humanitarian-development nexus would be considered a strong advantage

General professional experience of the team:

  • The evaluation team must have a cumulative professional experience of at least 27 years in the area of the evaluation (of which at least a minimum of 10 years successfully completed intervention-level evaluations) mostly in but not limited to the field of development cooperation, with solid experience in rigorous evaluation methods and techniques

Specific professional experience of the team:

  • The team shall have a cumulative specific professional experience of at least 7 references of mid-term/final/ex-post evaluations, conducted in sectors related to this study, notably on peace-building and conflict mitigation and resilience / livelihoods and support.
  • At least one of the experts must have a minimum of 3 successfully completed intervention-level or strategic evaluations. This includes the capacity to adapt and use quantitative and qualitative methods of data collection and analysis. Experience in Sub-Saharan Africa and in relevant thematic sectors will be considered as an added value
  • All team members shall be fluent in English language (level C2 for understanding, speaking and writing).
  • Knowledge of local languages (Swahili, Turkana, Amharic, Somali, Oromo) would be an advantage.
