Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s China Office in Beijing supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women; and (iii) innovative work to address gender issues in China. Our work in China are further supported and catalyzed through strategic partnerships, including with private sector partners.

The UN Women China office in Beijing is looking to hire a Private Sector Partnerships Development Consultant on a full-time basis. The role of the Consultant to provide technical support to the development and management of UN Women’s strategic partnerships and relationships with private sectors, with a special focus on mobilizing resources. Under the guidance and direct supervision of Partnership Specialist of UN Women China Office, the Private Sector Partnerships Development Consultant will support works to strengthen UN Women’s position as a private sectors’ partner of choice for gender equality and the empowerment of women. The Consultant will support in the collection, analysis, and development of private sector partner intelligence, as well as provide technical inputs to the establishment of private sector partnership, with a focus on resource mobilization, as part of the Office’s private sector engagement portfolio. The incumbent will also work closely with the External Relations Team of UN Women's Regional Office for Asia and the Pacific on partnership development and resource mobilization.


Duties and Responsibilities

Under the direct supervision of Partnership Specialist, the Consultant will be responsible for the achievement of the following tasks and deliverables:

Scope of Work

1. Develop, manage, and facilitate the implementation of private sector resource mobilization strategies and initiatives

Manage the development and implementation of differentiated, resource mobilization strategies, aligned and coordinated with global, regional and country-level activities initiatives and outreach activities;
Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding;
Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with program team;
Provide technical support to the development of project proposals in line with the UN Women’s strategy and the interest of private sector partners;
Undertake private sector intelligence collection, research, and other activities to identify funding opportunities.

2. Build trust and maintain effective relationships with private sector partners for resource mobilization purposes

Provide technical support to the Country Representative, Partnership Specialist and Program Managers in the preparation of missions and meetings with private sectors, including the preparation of notes, briefs and other materials;
Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
Identify opportunities to engage with new private sector partnership to secure additional non-core resources;
Provide technical support the drafting and review of partner-specific Due Diligence check, agreements, according to UN Women’s private sector engagement policies and guidance; and the preparation of brief funding proposals and concept notes, where appropriate.

3. Contribute to knowledge building and sharing and advocacy efforts, especially in the areas of private sector engagement and resource mobilization

Contribute to the development of knowledge products and mechanisms to effectively position UN Women with private sector partners wherever possible;
Share knowledge and enhance organizational learning among China office colleagues through the development and use of tools, templates, tips, mechanisms and guidelines;
Monitor emerging issues that could affect partnerships and resource contributions at the global, regional and national (risk management).

Private Sector Intelligence Gathering

Regularly update the private sector prospecting list to reflect progress in partnership intelligence gathering and actions taken,
Produce market research reports for at least 3 industries,
Produce market and feasibility research report of at least one innovative partnership engagement modality.

Support private sector partnership development

Materials prepared for private sectors’ Due Diligence clearance,
Private sector partner meeting minute,
Materials prepared for partnership engagement opportunities,
Agenda and materials prepared for private sector outreach workshops and seminars.

Experience and required qualifications

The consultant should demonstrate qualifications, experience and competencies in the following areas:

Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 2 years of progressively responsible experience in private sector partnerships, resource mobilization, communications/ advocacy, and/or business development;
Experience in gender equality and women's empowerment is preferred;
Experience working with civil society organizations, international institutions and donors is preferred;
Experience working with HWNI/UHWNIs, influencers and private family foundations is a strong asset;
Experience working in/with the UN system is an asset.
Proficiency in editing, professional writing and reporting in English

Selection and evaluation criteria

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:
