This consulting position is for 3 months - intermittent until 2025, based at the MLVT within the PMU with the Consultant team.
Description:
The International Financial Management Specialist will work with National Financial Management Specialists to:
(i) monitor the establishment of relevant project bank accounts for executing agency and implementing agencies at the banks
acceptable to ADB and AFD, and support them to oversee the management of those accounts;
(ii) assist executing agency/PMU and implementing agencies/PIUs in developing first quarterly financial report, including PIUs’ quarterly financial reports for compiling in the project quarterly progress report for submission to ADB;
(iii) provide advice and train the PMU and PIUs finance staff on the scrutiny and approval of invoices for payment and in managing the payment of invoices of funds under the project advance accounts and
sub-accounts in accordance with agreed manuals, procedures, guidelines, and following the specified ADB disbursement guidelines for the project;
(iv) using the reviewed stipends scheme and guideline for CQF 4, develop and assist the executing agency and implementing agencies in designing CQF 5 merit-based stipend implementation guidelines, including financial management;
(v) perform other tasks as may be reasonably required by the executing
agency, implementing agencies, and ADB;
(vi) provide regular training and capacity building for the PMU and PIU finance staff on the usage of the financial management information systems after the pilot training conducted by the supplier; and
(vii) prepare end-of-assignment reports for submission to the executing agency, Implementing agencies, and ADB.
Qualifications:
- At least post-graduate degree in finance or accounting or certified public accountant profession with at least 8 years of accounting or auditing experience with projects funded by the ADB, WB or other international donors; sound knowledge of Cambodian Government’s Standards Operating Procedures (SOP), specially finance management procedures and manual;
- practical skills in using computerized accounting software;
- good skills in Microsoft Excel and Word;
- and fluent in written and spoken English.
