Description of the Department
The Procurement Specialist will be part of the Procurement team in the Project Management Support expertise (ProMt) unit. This unit provides project related financial and administrative support to the Programs and Engagement Departments and non-project related financial and administrative support to all units and departments, including procurement support. It is the owner of a number of key policies and processes that relate to the operational, financial, and administrative management of projects from the inception of a project until its closure and procurement in general within Oxfam Novib.
The Role
Reporting to the Senior Procurement Specialist, as Procurement Specialist it is your job to collaborate with vendors to ensure that the routing of purchasing is improved and optimized. You are supporting and promoting Oxfam Novib’s procurement processes and procedures, Purchasing Procedure Owner and Procurement capacity building. To oversee and improve procurement, this includes:
Process owner for purchasing processes
Improvement purchasing
Coordination of purchasers/staff
Tasks and responsibilities
You are responsible for:
Contribute and facilitate the development and improvement of day-to-day procurement policies and processes.
Promote the purchasing strategy and policy; monitors its implementation at the head office.
Improve purchasing performance by establishing auditable and practical ways of working.
Improve on and develop new training tools in order to expand the knowledge regarding purchasing, commerce and commercial ethics in the head office through training and coaching.
Monitor the purchasing process overseeing its legality, efficiency, effectiveness and quality.
Support and advise purchasers with respect to acquiring suppliers, conditions & contract negotiations, monitoring and evaluation of goods and services.
Advise and support unit managers in the development of Unit Procurement plans.
Supports the making of purchase orders in IT systems (e.g., SAP) and checking invoices.
Responsible for the maintenance and improvement of the Procurement App, in close collaboration with the procurement team.
Overall assistance of Procurement for The Hague.
Requirements for the job
You bring:
Bachelor’s degree preferred or equivalent experience of 1-3 years in purchasing.
Experience in a project-based organization, INGO experience an added advantage.
Demonstrated knowledge of basic level of MS Word, Excel, and Outlook.
Fluent English. Knowledge of Dutch is an advantage.

For initial appointments, Oxfam Novib offers a contract of maximum one year (including a one-month probationary period) with possibility of extension. The position is based in The Hague, The Netherlands. Oxfam is committed to providing a fair compensation package a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. This position is classified in grade 8. The gross salary range is between €2.686,- to €4.132,- on the basis of 36 hours per week. Benefits typically include annual pay increases, performance-related salary increases, holiday allowance, contributions to commuting costs, vacation days, parental, care and special leave, a private bicycle scheme, pension scheme, etc.
