Opportunity

Abt Associates seeks a qualified Finance and Accounting Analyst for the USAID-funded Local Health System Sustainability (LHSS) Ukraine activity based in Kyiv, Ukraine. The LHSS Ukraine activity works to mitigate corruption and strengthen governance of the healthcare system by developing the capacity of the Ministry of Health and the eHealth State Enterprise so the Government of Ukraine (GOU) can put in place the foundation for institutional arrangements and capacity to govern and ensure telemedicine is safely and sustainably offered to the population. The project also supports the rapid and rational scale up of telemedicine capacity in the context of the Russian invasion that began in February 2022, and helps the GOU integrate urgent telemedicine support investments into the health system.

Specific objectives include:

Strengthen telemedicine governance, policies, and financing
Advance equitable and sustainable access to health services using telemedicine
Strengthen GOU capacity to respond to urgent needs for conflict and post-conflict telemedicine solutions
The LHSS Ukraine activity is approximately $3 million. It launched in October 2021 and will run through September 2023, with a possible extension depending on funding availability.

Key Roles and Responsibilities

The Finance and Accounting Analyst will report to the Finance and Administration Director. The Finance and Accounting Analyst will have the following specific responsibilities:

  • Record expenses, income, and any other related transactions, in the accounting software.
  • Support payroll and other regular vendor payments with due consideration to withholdings for advances, loans, taxes, etc.
  • Ensure that the accounting books are always up to date, orderly, well maintained, and available for reference and audit, when necessary.
  • Track and record all site office fringe benefits.
  • Prepare submission of monthly field expenses in accordance with Abt Associates procedures and policies.
  • Ensure that government taxes, pension funds, and other local statutory requirements are paid on time.
  • Assist the Finance & Administration Director in the implementation of the internal control system and Abt’s financial procedures.
  • Collect and analyze primary finance and project documentation in collaboration with the Finance and Administration Director
  • Review and process payments for local subcontractors and consultants
  • Preparation of financial statements for review by the Finance and Administration Director and perform the reconciliations that are required
  • Timely preparation of tax returns for review by the Finance and Administration Director
  • Support the financial audits required by USAID and Abt headquarters
  • Process per diem payments to staff, as needed
  • Support the financial aspects of the development, execution, and management of subcontractor, consultant, and grant agreements

Qualifications

  • Bachelor’s degree in business administration, human resources, management or a related field
  • Minimum 2-5 years of professional experience in accounting and financial management programs, payroll administration, and budget monitoring
  • Strong tax knowledge
  • A strong command of financial applications and other computer applications such as MS Word, Excel, QuickBooks, Access, etc.
  • Strong interpersonal skills and ability to meet deadlines
  • Experience working on a USAID-funded project or another donor project a plus
  • Proficiency in Ukrainian required
