Position: Deputy Team Leader/ Urban Institutional Development and Governance Specialist
Qualification Requirement:
• Post Graduate in Urban Planning or related discipline
• 10 years’ experience in urban service delivery (Community Development Projects)
• Experience of working in ADB/ World bank/ KfW projects will be preferred
• Selection of third party NGOs, CBOs as required
• Work closely with Contractors and ULBs and support in organizing water and sewerage connection camps aiming towards 100% connectivity
• Develop an exit strategy to be taken over by ULBs for demand management and smooth customer interface
• Report to MPUDC PMU and ADB as required 2 Deputy Team Leader/ Urban Institutional Development and Governance specialist
Responsibility:
• Assist team Leader in delivering all the outputs under the consulting services
• Assist team Leader to decide the responsibilities, inputs, schedule and activities of all the team members
• Provide support to MPUDC and project ULBs in establishing systematic governance practices with priority to institutionalizing financial management practices.
• Assist ULBs in reviewing increase of tax coverage and own source revenue and forecast ULBs increased financial obligation to manage O&M
• Assist MPUDC and ULBs in developing policies for accountability of ULBs including delegation of powers, human resource policy, staffing, cost recovery and subsidy policy
• Identify measures required to delegate routine financial, administrative and operational powers for water supply for efficient management
• Build capacity of ULBs on design, construction, supervision, operation and maintenance, asset management, contract management of private operators
• Support ULB taking over O&M monitoring responsibilities
• Develop related SOPs as required
