Governance Specialist

Position: Governance Specialist

Qualification Requirement:

• Post Graduate degree in finance with at least 10 years of work experience
• Experience of assisting ULBs on financial management
• Experience to advice and train staff in municipal finance, resource mobilization, DBO contracts/ public private partnerships

Responsibility:

• Assisting ULBs in developing financial operating plans for WSS operations based on financial sustainability plan
• Ring fencing accounting, budgeting and financial management of WSS section in project ULBs
• Development the capacity of MPUDC and project ULBs in financial management
• Review cost of water supply, staff cost, electricity, chemicals, repairs and maintenance, consumables, administrative expenses in ULBs
• Review billing collection procedures in the project town, tariff structure, last tariff revision, procedures for tariff revision, legal and policy and support MPUDC and ULBs provisions for tariff revisions and support them on aspects of financial sustainability
• Provide training to MPUDC on financial management
